Decisions following the strategic session “Russia’s Adaptation to the Global Energy Transition”

The government is starting to prepare a plan for adapting the Russian economy to the global energy transition – reducing the use of traditional fuels against the background of the active development of alternative energy. The consolidated operational action plan until 2030 must be submitted to the Cabinet by December 15. This is stated in the list of instructions given by Prime Minister Mikhail Mishustin.

Special working groups will be created in the Government on key areas of preparing the economy to work in a low-carbon development. They will be supervised by deputy prime ministers, and six ministries will be involved in their work: the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Energy, the Ministry of Natural Resources, the Ministry of Education and Science and the Ministry of Foreign Affairs.

General coordination of the work will be carried out by First Deputy Prime Minister Andrei Belousov. The advisory body will be the Government Commission for Economic Development and Integration.

The development of approaches to adapting the country’s economy to the global energy transition will be carried out by the Ministry of Economic Development, the Ministry of Energy and the Ministry of Education and Science. Also, the work will involve the resources of the Analytical Center under the Government and the information system for project management of the Coordination Center under the Government.

An important stage in the preparation of a consolidated operational action plan within the framework of Mikhail Mishustin’s instructions will be the presentation of the main parameters of a long-term forecast of the global energy transition until 2050, taking into account the strategies adopted by other countries. It is necessary to determine the parameters of the forecast before November 1. In the future, it will form the basis of a plan for restructuring the Russian economy to work in a low-carbon development.

The Government plans to complete work on this strategic document by the end of 2021. The results of its implementation will be taken into account in the Unified Plan for Achieving National Development Goals until 2030, formulated by the President.
