What electricity metering devices are changed first of all?

First of all, the specialists of the municipal economy complex change the electricity meters that have broken down or have gone beyond the calibration interval until April 1, 2020.

Instead of obsolete devices, modern meters are installed, designed for 30 years of operation. They will be verified every 10 or 16 years, depending on the type of instrument. In the future, all meters will be connected to an intelligent system that will allow automatic metering of electricity consumption.

The creation of such a system will begin in 2022. Until then, consumers will still have to transfer data on their own.

Can they ask for money for replacing the electricity meter?

From July 1, 2020, responsibility for organizing electricity metering in apartment buildings in the capital passed to Mosenergosbyt. This means that the installation of new electricity meters should be free of charge.

If a person introduces himself as an employee of Mosenergosbyt and asks to pay for the work of replacing the meter, this is a fraud. Unscrupulous organizations can also leave notices on the doors of apartments and in the mailboxes of Muscovites stating the need to replace the meter.

How do you know when the meters in the house will be changed?

In one apartment building, all the meters to be replaced are changed at the same time. Information about the start of work, the timing and procedure for their implementation will be posted on the message boards in the entrances, as well as in the personal account and mobile application of the Mosenergosbyt client.

The work schedule can be found on the site in the section “Individuals / Services”. Find your address in the list and see in which quarter the specialist will come to you.

If the devices are installed inside the apartments, a convenient time for the work will be agreed with the residents. Replacements can be made even in the evening and on weekends.

What are the deadlines for the work and how are the electricity bills calculated while the resident is waiting for a replacement?

The timing of the work depends on the reasons for changing metering devices. If the meter calibration period has expired on April 1, 2020, then it must be replaced by the end of this year.

If the service life of the device has expired, it has failed or was completely absent, then the new device will be installed by the end of 2023.

In all other cases (for example, if the consumer reported that the device is out of order), the replacement will be carried out within six months after the receipt of the application.

The formation of an invoice during replacement also depends on the situation. If the meter calibration interval has expired before July 2020, then the calculation should be made according to the average readings for this apartment for the last six months; if after July 2020, then according to the readings of this counter, even if it is overdue. If the device breaks down, then the calculations are made according to the average readings for a particular apartment.

What to do if the meter is broken, but it is not on the replacement schedule?

If the meter is faulty, you must immediately report it to Mosenergosbyt. Devices are considered faulty if the disc stops rotating or rotates unevenly (jerky), the viewing window is broken or peeled off, the indicator or display is broken, there are mechanical through damage to the case, drilled holes, the seal or tightness is broken, the measurement results are not displayed, or the verification period has expired.

In any of these cases, it is necessary to issue a free application for the replacement of the metering device.
