The meeting participants discussed the regulatory and technological initiatives needed to stimulate oil production from tight reservoirs, which will increase budget revenues and create new jobs.

Deputy Prime Minister Alexander Novak chaired a meeting of the project committee of the federal project “Technologies for the development of hard-to-recover hydrocarbons”. The meeting was held with the participation of the Governor of the Khanty-Mansi Autonomous Okrug-Ugra Natalia Komarova, representatives of the relevant federal executive bodies and oil companies.

Development of hard-to-recover oil reserves (TRIZ) has the status of a federal project and plays an important role in the development of the oil and gas complex of Russia, noted Alexander Novak. “For the development of deposits of hard-to-recover resources, modern domestic technologies, interaction of the mining industry, equipment manufacturers, and government bodies are needed. It was proposed to coordinate actions within the framework of the federal project in order to ensure the preparation of the necessary technologies for effective involvement in the development of TRIZ. Today, about 60% of TRIZ is the potential of oil production, ”stressed the Deputy Prime Minister.

At the moment, the relevant departments, in particular the Ministry of Energy, together with the Ministry of Finance and the Ministry of Industry and Trade, continue to work on fine-tuning the system of tax regulation of TRIZ production, as well as on the development and implementation of new equipment and technologies, including within the framework of the import substitution program.

In the case of using the latest technologies, creating incentives to increase TRIZ production, in particular in the Bazhenov Formation, as well as from Paleozoic deposits, the total potential for additional production reaches 45 million tons by 2030, while Russia’s oil reserves may grow from 3 to 6% … In turn, this can contribute to additional revenues for the budgetary system in the amount of 200-250 billion rubles per year, the formation of a market for Russian technologies for TRIZ production of 200 billion rubles a year, as well as the creation of thousands of new jobs.

The base region for the development of TRIZ production technologies will continue to be the Khanty-Mansi Autonomous Okrug-Yugra, where, in addition to federal measures, regional measures are in place to support the development of hard-to-recover hydrocarbon reserves. Also, on the basis of Gazprom Neft, an industry-specific Core Research Center has been created, which provides an opportunity for the examination of production technologies in the immediate vicinity of the fields.
