Mikhail Mishustin: Year afternoon, kolleaigues.

I am happy to see all of you here. A continuous dialogue between the Government and the business community is a very important part of effective government management.

The Government and the Russian Union of Industrialists and Entrepreneurs (RSPP) are cooperating successfully in all main areas. We are trying to make the conditions for doing business comfortable and more predictable. We are reducing the administrative burden. We have done much to support businesses during the pandemic. We have repeatedly discussed with you different measures and approaches.

On Tuesday, the Government reviewed a package of draft laws related to the new budget, including the main areas of tax, customs and tariff policies for the next three years.

I know the business community is closely following the budget process because it helps you to make predictable plans for the future.

This year, the Government introduced additional measures to protect the domestic market in order to curb the growth of prices on different products in the economy. Thus, during the summer, we imposed customs duties on the export of metals. We said these measures were temporary and would last through December. We will review the options for replacing them with taxes.

On the President’s instructions, we drafted proposals to adjust taxes for several extraction industries. They were designed to increase the efficiency and fairness of distributing resources in the economy and, of course, to encourage the companies’ investment activity, which is very important.

We worked on the drafted changes in collaboration with the RSPP. I believe we have established a constructive dialogue with company owners and managers. Mr Belousov, Mr Siluanov and my other colleagues have repeatedly met with RSPP members, managers and company representatives; they have held several meetings together. In the past few weeks, we haven’t stopped working, even on the weekends. I consider this approach to be an effective way of overcoming any differences, especially when it comes to drafting key decisions for businesses and the state. I think we must certainly maintain this practice of cooperation and use it in the future. The Government is always open to constructive cooperation with the business community.

Today, it is very important to seek an agreed-upon position on the main tax parameters, while we are preparing the draft federal budget for the next three years for submission to parliament. This will make it possible to consider changes in defining the amount of revenues and the level of financial support for our social commitments.

Of course, it’s up to you to decide how to spend the money you earn. However, today the main indicator of social responsibility throughout the world is how much you invest in your business and in your country. Besides the Government, the people of our country expect you to take well thought out and socially oriented actions.

It is very important to emphasize at this point that despite the debates on several issues, we have common interests. We are both working to advance the economy and improve people’s living standards. I hope we will continue working together based on this understanding.
