Hearing impaired people can get jobs, education and social services.
In the capital, all conditions have been created for people with hearing impairments – they can find a job, get an education, play sports and creativity, and comfortably use social services. She spoke about this on the eve of the International Day of the Deaf Anastasia Rakova, Deputy Mayor of Moscow for Social Development.
“It is very important for us to create conditions for each resident to be able to take advantage of all the opportunities of the social sphere of the city, regardless of the absence or presence of health features. The capital is home to about a million people with disabilities, of which about six thousand are hearing impaired. Therefore, the focus of our attention is constantly on creating comfortable conditions for the hearing-impaired and deaf townspeople in institutions: schools, employment centers, offices of “My Documents” and others, ”said the deputy mayor.
Employment and leisure
In the city’s social service centers, there are clubs for the deaf and hard of hearing people, where they organize holidays, lectures and excursions with the participation of sign language interpreters. Every year at VDNKh, as well as in the Sokolniki and Zaryadye parks, the Russian Sign Language Day festival is held.
Hearing impaired people work in city centers and social services, work as engineers, programmers, accountants, master new professions, win prizes in the Abilympics championship, run public organizations, and train new champions of adaptive sports.
A career counselor who knows sign language works with the hearing impaired and deaf people at the My Career employment center. Five to six people with hearing impairments come to the center every day.
In the employment center “My Job” weekly open selections are held for people with disabilities. Large employers employ people with hearing impairments. They are offered the vacancies of a programmer, designer, picker, courier, cook and so on. Each event has a sign language interpreter to help job seekers communicate with employers.
Help and support
In the capital there are special family centers “House of Children”, “Rose of the Winds”, “Seven”, “Formula of Growth”. Here, specialists, among other things, develop an individual program of social, psychological and pedagogical support for children and a support plan for families raising children with hearing impairments.
There is also a help center “Speak with your hands” in the city. More than four thousand Muscovites with hearing impairments have already turned to a non-voice hotline – deaf operators helped each of them. You can get help from 08:00 to 21:00 by sending SMS or a message in WhatsApp and Viber to the number: +7 (926) 870-44-44. You can also write in the Skype messenger and the GovoriRukami telegram bot. In addition, Muscovites with hearing impairments can send a request or a video message to the e-mail address: GovoriRukami@mos.ru.
There is a college for the training of social workers in the capital. Since 2014, it has been conducting distance learning in the specialty “Organization of Signage Communication”. Specialists in the social sphere with higher education can apply here. Graduates provide communication for people with hearing impairments, teach sign language to those who need to communicate with the deaf, are engaged in social adaptation and rehabilitation of people with hearing and speech impairments, translate verbal speech to the deaf and vice versa.
The Scientific Research Clinical Institute of Otorhinolaryngology (NIKIO) named after L.I. Sverzhevsky. Here they solve the most difficult problems of diagnostics and treatment of hearing pathology, develop their own methods and carry out all existing operations on the ear, including cochlear implantation. Most of these operations are related to high-tech medical care.
In the adult and children’s audiological centers of the NIKIO named after L.I. Sverzhevsky’s patients undergo examination of the hearing organs using modern methods, receive outpatient consultative audiological assistance. They also issue hearing aids under the state guarantee program – selection, adjustment and adaptation to use are carried out within the framework of the compulsory medical insurance policy.
In urban educational institutions, adaptive programs for children with hearing impairments are used, special textbooks are issued, modern equipment is used in accordance with the conclusion of the central psychological, medical and pedagogical commission, and training is carried out by qualified specialists.
Schools pay attention to the development of communication and speech, auditory-visual and auditory perception, create an auditory-speech environment, form and develop verbal speech as an auxiliary part of dactyl and sign speech. Also, parents and teachers receive pedagogical and psychological support.
Children with hearing impairments have the opportunity to receive additional education: they can enroll in circles and sections in 35 directions. Also, the guys participate in city festivals and Olympiads “Festival 1 + 1”, “We know the Russian language” and “The world around”. 116 deaf children took part in the Moscow stage of the 6th Abilympics National Championship – four of them became winners of the regional stage, and three became prize-winners of the final.
Bimonthly Citywide Online Parenting Meetings and Public Parenting Hearings on Education for Children with Disabilities and Children with Disabilities are provided with sign language interpretation. On the Moscow educational TV channel, some of the TV programs are broadcast with subtitles and sign language interpretation.
The training center “My Documents” has developed programs on the culture of communication with people with disabilities and people with limited mobility.
In the centers of public services, when a person with a hearing impairment applies, the specialist communicates via video link with the operator of the dispatch service, who speaks sign language and can help the visitor. Also, in any My Documents office, a hearing impaired person can apply for compensation for Russian sign language translation services that he received on his own.
