– Post-war life in the country and the young region was getting better, firmly on a peaceful track. But the task of maintaining the country’s defense capability at the proper level remained one of the priorities. In this regard, on September 17, 1947, the Council of Ministers of the USSR adopted Resolution No. 3279 on the creation of a regional council of OSOAVIAKHIM in the westernmost region of the Soviet Union, subordinate to the Central Council of a defense organization. DOSAAF is a link between the Armed Forces and society, one of the most important structures in the formation of a highly moral, patriotic and physically strong younger generation, the speaker noted.

Oleg Urbanyuk reminded the audience that the Kaliningrad defense organization was created with the help of the military personnel of the 11th Guards Army and the Red Banner Baltic Fleet, who participated in the defeat of the Nazi invaders who passed the front roads of the Great Patriotic War. Military units helped with equipment and personnel. At the origins of the creation of a defense society were people who had great combat and life experience, enthusiasts in their field. Among them are Captain 3rd Rank Anatoly Nikolaevich Taran, officers Mikhail Pavlovich Tarasov, Mikhail Ivanovich Marfin. Among those who prepared the guys for the army and naval service were a participant in the assault on Konigsberg, a driver-mechanic of a T-34 tank, an honorary citizen of Kaliningrad, veteran of the DOSAAF Boris Petrovich Pirozhkov, who was awarded many military orders and medals. The legendary front-line soldier to this day remains in the Dosaaf system, takes part in the life of the organization and the military-patriotic education of young people.

For 74 years of work, over 150 thousand pre-conscripts have been trained in eight military specialties for the Armed Forces. It is planned to train 196 conscripts for 2021. The plan has already been fulfilled by 91 percent.

Despite significant difficulties caused by the coronavirus epidemic and restrictions, the Kaliningrad Defense Organization managed to retain most of its highly qualified personnel, the main educational and material base, and social and educational assets. Currently, 94 agreements and contracts on joint activities have been concluded with state and local authorities, public and sports organizations, and educational institutions.

On behalf of the governor of the Kaliningrad region, Vladimir Bespalov, who has been the head of the supervisory board of the regional branch of DOSAAF for three years, spoke with words of gratitude.

– The entire history of the regional defense organization is inextricably linked with the history of the formation of the Kaliningrad region, which this year turned 75 years old. The activities of the regional branch of DOSAAF are highly appreciated and supported by the governor and the government of the Kaliningrad region, – said Vladimir Bespalov.

On behalf of the governor Anton Alikhanov, he congratulated the Dosaaf people on the 74th anniversary of the organization’s founding and the 75th anniversary of the Kaliningrad region, presented the commemorative medals “For the 75th anniversary of the Kaliningrad region” to seven employees of the regional branch of the defense society.

Other honored guests – Anna Musevich, Ivan Alekseev and Chairman of the Regional Council of War, Labor, Armed Forces and Law Enforcement Veterans Yevgeny Semennik – also addressed the Dosaaf members with warm words of congratulations.

Oleg Urbanyuk awarded diplomas to employees of the regional branch of DOSAAF and structural divisions, heads of military-patriotic clubs. They were encouraged by the head of the defense organization for conscientious work and active work in the military-patriotic education of the youth of the Kaliningrad region.
