Previously, only doctors and paramedics in city schools and kindergartens could see a certificate in form 095 / y in digital form.

Users of the electronic medical record in digital form now have access to the issued certificates of temporary disability of the child in the form 095 / y. They can be found in the new section of the medical card “My certificates” on the portal or in the EMIAS.INFO mobile application.

Thanks to this, certificates can now be quickly sent electronically or printed, for example, for a sports section that a child attends. Told about it Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

“We continue to work actively to expand the capabilities of electronic medical records for both parents and children. The new “My Help” section is another step in this direction. Previously, the most popular form 095 / y was available in digital form only to doctors and health workers in city schools and kindergartens. Now we have opened access to these certificates and parents. Thanks to this, important documents will not be lost and will be stored in an electronic medical record, which will allow, if necessary, to print them or send them online to sports clubs or private kindergartens and schools, ”said Anastasia Rakova.

The section already contains certificates that have been issued by Moscow polyclinics since the end of 2020. All new electronic certificates on children’s illness will also be available in this section.

When viewing the document, there you can see the date of issue, serial number, last name, first name and patronymic of the pediatrician, the name of the medical institution, diagnosis, contact with infectious patients, to whom the certificate was issued, the reason for absence, the name of the educational institution, as well as the date of the child’s release from his visits and the recommended period of release from physical activity.

In addition, from April 2021, it is not necessary to bring a paper certificate after an illness to city schools or kindergartens. Thanks to the integration of a unified digital healthcare platform with the Moscow Electronic School, the 095 / y certificate can be issued in electronic form – it became available online for both attending physicians of polyclinics and medical workers in educational institutions in the UMIAS.Shkola system. At the same time, teachers can see in the electronic journal “MESh” information about the period of the child’s release from classes, including physical education.

At the moment, parents can also look at the electronic medical records of their children for the protocols of medical examinations, the results of laboratory and instrumental studies, hospital discharge and data on ambulance calls, valid prescriptions, vaccination history. It is also possible to independently upload scanned documents on vaccinations and immunodiagnostic tests from private and federal clinics to the electronic card. For the convenience of users, all documents from an electronic medical record can be downloaded and then sent using instant messengers or by e-mail.

You can get access to your or children’s electronic medical record by submitting an application on the portal through a standard or full account. For registration, the user must have a compulsory medical insurance policy and be over 15 years old.

If you have a standard account, the service is provided upon application within five business days, and if you have a full account, on the same day. At the same time, if information about minor children (including wards) is confirmed in the personal account, then access to their electronic medical records is also provided in a proactive mode (without a separate application). Users with a standard account to access their electronic card or the card of a minor child must use the service “Request, change and cancellation of access to electronic medical record”and wait for the data to be verified. Access will be provided within five working days.

Citizens who do not have a full account can upgrade their account status through their verified account on the portal or by using Sber ID. To do this, when entering your personal account, you must click on the “State services” or “Login with Sber ID” button. Also, you can get a full account at any center of public services “My Documents”.

The implementation of such solutions became possible thanks to a single digital healthcare platform. It is designed and developed jointly by the capital’s social development complex and Department of Information Technology.
