In Russia, there will be modern standards governing the creation of industrial facilities. Their development is envisaged by the “roadmap” for the transformation of the business climate “Reengineering of industrial construction rules”, approved by the Prime Minister Mikhail Mishustin.

In total, 37 events were included in the “road map” drawn up with the participation of the business community. Normative acts are being prepared for each of them. A significant part is planned to be taken in 2022.

The Roadmap includes activities covering the full construction cycle – from the design stage to commissioning. We are talking, for example, about improving the procedures for preparing project documentation and conducting an examination, simplifying the obtaining of construction permits, easing mandatory requirements, and introducing remote control and monitoring technologies.

It is planned to unify the form of the contract for connection to engineering networks, as well as to provide the possibility of technological connection within the framework of the “one window” procedure. The introduction of the institute of standard design solutions will help to reduce the time and cost of design. The necessary regulations for this will be presented in 2022. It also provides for the introduction of a mechanism for justifying technical solutions based on the use of modern European standards (Eurocodes) and green standards.

An important component of the plan is initiatives that create favorable conditions for the introduction of advanced technologies. In particular, it is planned to prepare a legal basis for the use of aeromonitoring and augmented reality technologies in the construction of industrial facilities, which will have a positive effect on labor productivity in the industry.

The TDK mechanism, within the framework of which the plan was developed, allows accumulating initiatives to remove barriers to business and provides direct contact between authorities, entrepreneurs and industry specialists.

The implementation of the “road map” will make it possible to shorten the duration and cost of the investment and construction cycle, and eliminate the excessive requirements that hinder the creation of industrial facilities.

The Road Map was developed on the initiative of First Deputy Prime Minister Andrei Belousov and is one of the key elements aimed at creating conditions for increasing investment in the country.
