Deputy Prime Minister Dmitry Chernyshenko held the first joint meeting of the Presidium of the Government Commission for the Development of Tourism in Russia and the profile commission of the State Council. The meeting was attended by Presidential Aide Igor Levitin, Chairman of the State Council Commission on Tourism, Physical Culture and Sports, Governor of the Primorsky Territory Oleg Kozhemyako, Deputy Minister of Construction and Housing and Communal Services of Russia Yuri Gordeev, Deputy Minister of Finance Pavel Kadochnikov, Deputy Head of Rostourism Elena Lysenkova, general director of the corporation “Tourism.RF” Sergey Sukhanov, as well as members of the State Council Commission on Tourism, rectors of universities, representatives of regions, public organizations in the field of tourism and cruise operators.

Deputy Prime Minister Dmitry Chernyshenko noted that, despite the short navigation period, which on average lasts from May to October, cruise tourism can significantly affect the increase in domestic and inbound tourist flows.

“The total volume of the world cruise market before the pandemic was estimated at 29 million tourists a year, of which only 500 thousand are in Russia. This is quite a bit, we have room to grow. The Russian water transport network is one of the longest in the world. It is 6.5 thousand km. And our task is to create conditions for an increase in sea and river cruises in Russia, as well as to put things in order in the existing key points of attraction: the Arctic, Kamchatka, Murmansk, Moscow, St. Petersburg, Nizhny Novgorod, ”noted Dmitry Chernyshenko.

He also added that the most popular river cruise routes are travel along the Volga and its tributaries. The top 3 starting points for routes include Moscow (208 routes), Nizhny Novgorod (84 routes) and St. Petersburg (76 routes).

“Only thanks to cruise tourism can you see all the originality of the Russian people. But we need an economic model. At one time, all quay walls were transferred to the regions. Subjects on their own cannot pay due attention to their condition. Infrastructure loans could become a tool for solving this problematic issue. Thus, we would develop cruise tourism, including creating interesting programs for children, ”Igor Levitin emphasized.

Oleg Kozhemyako, Chairman of the State Council Commission on Tourism, Physical Culture and Sports, dwelled on cruise tourism, in particular, legal, organizational and infrastructural issues. All proposals of the State Council commission will be included in the minutes of decisions following the meeting.

The meeting also discussed issues of providing support measures for the development of cruise tourism infrastructure and the construction of cruise ships. Relevant instructions have been given. The Deputy Prime Minister drew the attention of the regions that it is necessary to attract investors to this work and to reconstruct the berths and embankments using public-private partnership mechanisms.

In Russia, three times as many sea and river cruises can be organized annually. They can receive 67 seaports with a prospective capacity of 11.2 million passengers per year. Taking into account the length of the waterways, the number of ports is extremely low. It is required to increase their number two to three times and develop a system of green parking.

“We have a powerful resource that the President has endowed us with – this is the national project Tourism and Hospitality Industry, its tools should be comprehensively used in promoting cruise tourism in the country. The infrastructure issue is one of the key ones. I consider it equally important to ensure the availability of cruise tours for citizens, to create new interesting routes along the rivers of our country. Separately work out proposals for the development of cruise shipping in the Far East and the Arctic. And submit proposals on measures to support the construction and modernization of cruise ships. Rosturizm to work out all the issues with all interested ministries and departments, prepare within a month and a half, until November 15, and submit to the Government the Concept for the development of cruise tourism until 2024, ”concluded Dmitry Chernyshenko.
