When considering infrastructure development projects with funding, including under the Infrastructure Menu program, Deputy Prime Minister Marat Khusnullin noted that to date 75 entities have sent applications for a total amount of 975.7 billion rubles, which significantly exceeds the approved total limit in 500 billion rubles.
At the previous meetings of the legal commission, applications from 23 subjects in the amount of 152.4 billion rubles have already been approved. “The need of the subjects for financing using the mechanism of infrastructure budget loans is great. This speaks of active work on the ground for the construction of new housing and the development of a comfortable urban environment, ”said the Deputy Prime Minister.
The Executive Committee approved a budget loan for the Republic of Bashkortostan in the amount of 14.8 billion rubles. The funds will be directed to the construction of engineering, transport and social infrastructure facilities in new microdistricts as part of the integrated development of the territory of Ufa and Neftekamsk. Thus, a school for 2,200 students will be built in the capital of the republic. In addition, the projects include work on the development of the transport network: it is planned to reconstruct and build roads, interchanges, as well as the construction of the Southern bypass of Ufa with a bridge over the Belaya River. Buses will be purchased for new neighborhoods. The project is planned to commission more than 5.7 million square meters. m of housing and the creation of more than 20 thousand jobs.
A budget loan in the amount of about 15.4 billion rubles was approved for the development of transport infrastructure in the Rostov Region. The funds will be used to modernize and create tram infrastructure in Rostov-on-Don. As a result of the project implementation, 122.8 km of tram lines will be created and reconstructed and 98 new three-section trams will be purchased.
The Samara Region will receive a loan in the amount of about 10.4 billion rubles for the development of the subway network in Samara as part of the integrated development of the territories and the Bezymyanka: New Breath project. The allocated funds will be used to build the Teatralnaya station, which will solve the problem of efficient transportation of 3.5 million passengers a year from the rapidly growing industrial areas of the city. During the discussion of the application, Marat Khusnullin asked to speed up the project implementation time and complete construction in the first quarter of 2024.
More than 2.5 billion rubles will be allocated to the Sakhalin region for the comprehensive reconstruction of the Yuzhno-Sakhalinsk (Khomutovo) airport named after A.P. Chekhov.
For the development of transport infrastructure in the Kaluga Region, in addition to the previously approved application, over 0.5 billion rubles have been allocated within the established limit. The funds will be directed to the reconstruction of the Blue Bridges overpasses, which will contribute to the implementation of housing plans.
The Belgorod Region will receive funding in the amount of 4.4 billion rubles for the integrated development of new micro-districts with modern infrastructure within a 15-minute availability. The project will provide housing commissioning, both in apartment buildings and in individual ones, in the amount of about 900 thousand square meters. m and will create more than 4.7 thousand jobs. At the expense of the budget loan, the project will build utility networks and utilities, as well as social infrastructure facilities – a kindergarten for 100 children, a school for 1000 children and a polyclinic. “According to the results of last year, our Belgorod region is the leader in housing construction. I understand that it is difficult to keep this bar, but I ask you not to give up your positions, taking into account the support that is being provided to the regions, ”said Marat Khusnullin.
Almost 2 billion rubles of budget loans will be directed to the Tambov region to create a transport and engineering infrastructure for the complex development of microdistricts with a planned volume of housing commissioning of 375 thousand square meters. m and providing more than 3.8 thousand jobs.
The Tula region will receive loans in the amount of more than 5.2 billion rubles to provide engineering infrastructure for the complex development of territories with multi-apartment, low-rise and individual houses, as well as for the development of the infrastructure of the special economic zone of industrial-production type “Uzlovaya”, which will improve innovation, production and export potential of the region.
A budget loan in the amount of about 0.9 billion rubles was approved for the Karachay-Cherkess Republic for the implementation of a project for the development of the Dombay tourist and recreational complex. Within the framework of the project, it is planned to build a high-speed cable car with a capacity of 2,400 people per hour, as well as catering facilities and a residential building. The expected effect of the project is an increase in the tourist flow by 370 thousand tourists per year.
Summing up the results of the meeting, Marat Khusnullin recalled that today the acceptance of applications for the provision of budget loans, which will be allocated until the end of 2023 to finance the development of regional infrastructure, is ending.
