The Federal Penitentiary Service held an expanded meeting of the collegium dedicated to the implementation of measures aimed at preventing the entry of mobile communication equipment into penal institutions, as well as improving work in the field of applying penalties and measures of a criminal-legal nature, alternative to imprisonment.

Director of the Federal Penitentiary Service of Russia Alexander Kalashnikov addressed the participants of the expanded board with an introductory speech, noting the relevance and great social significance of the topics discussed.

The Acting Head of the Main Operations Directorate made a report on the implementation of a set of additional preventive and operational-technical measures aimed at counteracting crimes committed using information and telecommunication technologies by persons held in penal institutions, as well as on suppressing the facts of their illegal use of cellular communications. In his speech, he noted that as of September 1, 2021, 38,562 units of mobile communication devices were seized in the penitentiary institutions, which is 35.4% higher than the APPG, stressing that the main channels for the entry of prohibited items remain transfers through the main fence of colonies and pre-trial detention centers. …

The fight against the use of illegal cellular communications on the territory of penal institutions is also carried out at the legislative level. So, on March 9, 2021, Federal Law No. 44-FZ “On Amendments to Certain Legislative Acts of the Russian Federation regarding the termination of communication services on the territory of pre-trial detention centers and institutions executing sentences of imprisonment” was adopted, on the basis of which amendments were made to other normative and legislative acts regulating the activities of the penal system.

The author of this law, deputy of the State Duma of the Federal Assembly of the Russian Federation, Chairman of the State Duma Committee on Information Policy, Information Technology and Communications Alexander Khinshtein spoke at the collegium, who spoke in favor of further tightening the legislation in the field of combating telephone fraud and proposed to introduce criminal liability for repeated transmission means of communication to the institutions of the Federal Penitentiary Service. “Today – the maximum sanction for such an act is 5 thousand rubles, regardless of the scale of the offense and the recidivism. In other words, the same people are regularly caught for attempting to “transfer”, they are fined for a ridiculous 5 thousand and they go on to their fishery further “, – said Alexander Khinshtein.

This initiative is relevant, since, according to statistics, since the beginning of the year, 1540 citizens have been detained for attempting to transfer, 2438 mobile phones have been seized from them, and only 623 people have been brought to administrative responsibility.

Further, the participants of the meeting discussed issues of improving work in the sphere of the execution of sentences and measures of a criminal-legal nature, not related to the isolation of convicts from society.

The head of the Department for the organization of the execution of punishments not related to the isolation of convicts from society, Major General of the Internal Service Elena Korobkova, spoke about this area of ​​activity of the penal system.

“Today, the share of punishments not related to imprisonment is more than 70% of the total number of court decisions in criminal cases,” Elena Korobkova said in her speech. – In the UIS, these punishments are carried out by 2 types of institutions: penal inspections and correctional centers. At the same time, the categories and the number of persons under their control continue to grow with a simultaneous increase in the complexity of the criminogenic structure. In this regard, a number of measures have been taken to improve the activities of these institutions and to increase the effectiveness of preventive work with persons under account.

About a million people are registered with inspections every year. In order to prevent convicts from entering places of imprisonment, preventive and preventive measures are actively applied to violators of the order of serving the sentence. This year, about 100 thousand joint events were held with police officers, which is 25% more than last year; with two thousand public organizations and social rehabilitation centers on the issues of social adaptation of the subjects. With the assistance of the Penitentiary Institute, this year, social assistance was provided to more than 113 thousand (+ 12%) of those sentenced to punishment without isolation from society, almost everyone who needed it.

Much work has been done in terms of ensuring the execution of punishment in the form of forced labor and expanding the network of correctional centers. The number of those sentenced to forced labor is constantly growing, over the past 3 years their number has increased 6 times – from 2 to 12 thousand. Today, 8897 convicts to forced labor are registered with the IC. The level of involvement of this category of convicts in labor is 97%.

The issues of expanding the network of information centers were considered at the Security Council of the Russian Federation, meetings in the Government, under the leadership of the Ministry of Justice and the Federal Penitentiary Service of Russia, various international forums, meetings of the Committee of the Russian Union of Industrialists and Entrepreneurs, under the Presidential Commissioner for the Protection of the Rights of Entrepreneurs with the participation of representatives of the business community, were actively covered in the media. Appeals were sent to the heads of the constituent entities of the Russian Federation, to the federal executive authorities, the Federal Agency for State Property Management. Cooperation agreements have been concluded with the Chamber of Commerce and Industry, the Presidential Commissioner for the Protection of the Rights of Entrepreneurs.

Thanks to the measures taken, 139 specialized institutions have been created to serve sentences in the form of forced labor – 32 correctional centers and 107 precincts that function as a correctional center, with the ability to accommodate almost 11 thousand convicts. In just 9 months of this year, 3,300 additional places were created, which is 54% more than in the entire last year.

Since 2020, work has been actively carried out with the business community to create IC sites at enterprises’ facilities. Today, in 21 regions, 28 hostels have been created at enterprises with the ability to accommodate more than 2 thousand convicts. Taking into account the proposals that are in the works, it is planned that by the end of the year about 4 thousand places will be additionally created and their total number will reach 15 thousand.

The board decided to continue work on improving activities in the field of the execution of sentences not related to the isolation of convicts from society, to involve the business community in the development of a network of correctional centers, to develop incentive measures for business for providing jobs to convicts and former convicts, using all possible resources for decriminalization of society, prevention of relapse and return to normal life of persons convicted of crimes.
