The Government Commission for Regional Development in the Russian Federation has completed accepting applications for the provision of infrastructure budget loans. Now all regional projects will be considered by October 20. According to its chairman, Deputy Prime Minister Marat Khusnullin, most entities have applied for loans to develop infrastructure in the framework of housing construction and improve the quality of the urban environment.
“We have received applications from 82 constituent entities of the Russian Federation for 1.1 trillion rubles, which is more than twice the established limits. This speaks of a very capacious potential for the development of various areas of infrastructure and is associated with the high rates of construction of new housing and the implementation of the Housing and Urban Environment national project, “said Marat Khusnullin. He explained that within the established limits for the regions, applications in the amount of 485.4 billion rubles were received for consideration by the legal commission. This volume of applications, in turn, will ensure the commissioning of at least 70 million square meters. m of new housing. The issuance of the remaining 623.7 billion rubles for 35 subjects is planned to be considered at a competitive selection.
At the end of September, decisions were already made for 31 subjects to issue budget loans in the amount of about 205.8 billion rubles. Summing up the first results, the Deputy Prime Minister noted that thanks to the government program “Infrastructure Menu” the regions were given an additional impetus for socio-economic growth. As part of the integrated development of the territories, the money will be spent on the construction of engineering and energy communications, provision of new roads and improvement of existing road networks, as well as on the modernization of the transport system. In addition, the approved projects provide for the development of social infrastructure, environmental protection and the implementation of the tourism potential of our country.
Thus, the subjects will be provided with additional financing for the modernization of transport services. In Chelyabinsk, using a budget loan in the amount of over 11.5 billion rubles, a metro tram network will be built with integration into the city tram network, including the construction of new lines and the renewal of rolling stock. In Rostov-on-Don, a budget loan in the amount of 15.4 billion rubles will be used to implement a project to modernize the tram infrastructure.
A significant part of budget loans is provided for the development of children’s infrastructure – schools, kindergartens, sports and recreation centers, and educational centers.
As part of the integrated development of territories to ensure high-quality engineering infrastructure during construction, the subjects will receive loans for the development of housing and communal services, energy networks, water supply and sewerage networks, as well as the construction of treatment facilities, which will allow for large-scale housing commissioning.
Part of the funding will be directed to the development of the tourism sector. In the Kaluga Region, more than 1.1 billion rubles will be spent on the construction of a transport and tourist cable car along the route Museum of the History of Cosmonautics – Kvan, located in Kaluga. About 3 billion rubles will go to the development of tourism in the coastal agglomeration of the Kaliningrad region. In the Karachay-Cherkess Republic, a budget loan in the amount of 0.9 billion rubles has been approved for the development of the Dombay tourist and recreational complex.
“The financial instrument of infrastructure budget loans was in great demand. Taking into account the applications received, we actually have the reserve to continue the program for another 500 billion rubles, as stated in the President’s instruction. Today we are working out the parameters, mechanisms and sources of financing in order to extend the program of infrastructure budget loans, ”said Marat Khusnullin.
