On Civil Defense Day, a conference on improving the protection of the population, material and cultural values ​​from the dangers arising from military conflicts or as a result of these conflicts on the territory of the Russian Federation, taking into account modern threats, was held under the leadership of the Deputy Head of the EMERCOM of Russia Viktor Yatsutsenko.

“The issues of civil defense are always and will be our priority task,” noted V. Yatsutsenko, anticipating the discussion. – Currently, cyber threats, information security and infectious risks are coming to the fore. All this requires a search for new ways and approaches to protecting the population and territories, increasing the sustainability of the functioning of organizations. “

The event took place on the basis of the All-Russian Research Institute for Civil Defense and Emergencies of the Ministry of Emergencies of Russia. More than 400 representatives of interested federal executive authorities, executive authorities of constituent entities, territorial subdivisions of the EMERCOM of Russia, as well as state corporations and large organizations took part in the discussion in person and by videoconference.

Within the framework of the conference, new approaches to providing the population with personal protective equipment, principles of evacuation and promising directions for sheltering the population in protective structures of civil defense were considered. The participants discussed issues of integration of RSChS and civil defense, as well as the legal framework for organizing civil defense in federal executive bodies.

In particular, it was noted that the development of ways to protect the population is carried out in three directions. Primary in matters of protecting the population is the provision of citizens with personal protective equipment and shelter in protective institutions of civil defense. Another vector of development of methods of protection is the improvement of the organization and conduct of evacuation. When implementing it, it is important to take into account a number of features of a particular constituent entity of the Russian Federation: economic, social, geographical and other features. The situation with the new coronavirus infection has confirmed their relevance when planning civil defense measures.

All conference participants agreed that the development of civil defense is associated with the improvement of digital technologies and is inseparable from the implementation of modern achievements in this area.

Advanced protective equipment and special equipment were presented at an exhibition organized on Civil Defense Day on the territory of the All-Russian Research Institute for Civil Defense and Emergencies of the Ministry of Emergencies of Russia.

Also, a thematic exhibition is organized in the building of the National Crisis Management Center. The exposition presents the history of the development of civil defense in our country. Special attention is paid to the state of the civil defense system at the present stage and the cooperation of the department with the international civil defense organization, which today includes 59 countries.
