Decree of October 4, 2021 No. 1681

In Russia, the creation of a unified list of citizens who belong to indigenous small peoples continues. Now they will be able to apply for inclusion in this list in the multifunctional centers of state and municipal services (MFC). The resolution on this was approved by the Government.

The creation of a list will make it easier for representatives of small peoples to register all the required benefits. They no longer have to prepare a package of documents to prove their nationality. The authorized bodies will themselves receive the necessary information using the system of interdepartmental interaction. This procedure will start working on February 7, 2022. The list is compiled by the Federal Agency for Ethnic Affairs (FADN) in electronic form.

Now, in order to get on this list, a person must send by mail to the FADN a statement and one of the documents confirming his belonging to a small people. The new decree will make this procedure easier and more convenient for citizens. The community will also be able to submit documents. Such an opportunity was provided for those who live in remote and inaccessible places.

In some regions, the MFC has already started this work. The new service turned out to be in demand, so they decided to consolidate this practice at the federal level, extending it to all territories where indigenous peoples live.

Currently, there are 47 indigenous minorities in Russia. This is more than 300 thousand people. They mainly live in the North, Siberia and the Far East, preserve their traditional way of life, are engaged in reindeer husbandry, fishing, hunting, dog breeding, gathering, and artistic crafts.
