According to the military commissar of the Kaliningrad region, Colonel Yuri Boychenko, the main feature of the upcoming conscription of citizens for military service is that it is carried out in a difficult sanitary and epidemiological situation. To date, a number of decisions have already been adopted that significantly change the usual procedure for the work of draft commissions at all levels.

Like the previous three conscriptions, the current one will be held in the context of the fight against coronavirus, so all conscripts and officials involved in working with them will continue to observe the mask regime, undergo the necessary testing and barrier control. Also at the collection point, a mobile laboratory has been deployed to conduct express testing of conscripts. Citizens identified with suspected infection will be isolated and sent to the infectious diseases hospital in Kaliningrad. “Not a single conscript infected with COVID-19 has been sent to military service,” the military commissioner said.

The transportation of military teams over considerable distances will be minimized. All service vehicles are subject to mandatory sanitization. Particular attention is paid to the observance of the rules of personal hygiene of conscripts, the use of antiseptics and personal protective equipment. All employees of the assembly points of military commissariats received a coronavirus vaccine. Vaccination of unvaccinated conscripts will be carried out at the first stage of their military service.

A prerequisite for the operation of recruiting offices is the division of arriving citizens into small groups. For this, the military commissars of municipalities have developed decisions on the procedure for the operation of recruiting centers, which provide for places for the placement of recruits, the procedure for citizens entering and leaving premises, including using emergency and evacuation exits in compliance with the established norms of social distance.

It also provides for the provision of recruits, specialist doctors, members of draft commissions with the necessary personal protective equipment and disinfection. All military commissariats and the assembly point are provided with consumables, personal protective equipment, air purification devices and non-contact thermometers in full.

More than 100 employees of the military commissariats of the Kaliningrad region, who will directly work with conscripts, were vaccinated with the Russian vaccine Gam-COVID-Vak (Sputnik V).
