Ten years ago, in the structure of the financial and economic service of the Armed Forces of the Russian Federation, the Unified Clearing Center of the Ministry of Defense of the Russian Federation was created, and all these years the staff of the Center has been solving the tasks set for the timely and complete provision of servicemen with monetary allowances.

She noted that at the time of the decision to create the Center there were different approaches, different methods, different software products, and at the beginning of the project implementation it was very difficult, because there were a large number of errors that were corrected as more than 40 software products were merged.

“We remember that the implementation, the introduction of some kind of reforms is always faced with many difficulties. There were mistakes, revision was required. Thanks to you, thanks to a professionally assembled team, thanks to support, mutual understanding, a software product was created. As a result, today there is a single software product that contains a single base of military personnel, and I can say that there is no such single settlement center in the country, and in the world, ”Tatiana Shevtsova noted.

The deputy minister added that now colleagues from other ministries and departments, both from Russia and from abroad, are asking to share their experience in calculating monetary allowances.

Your work directly affects the activities of the Russian Armed Forces. The mood and morale of our servicemen also depend on how timely and in full the monetary allowance will be paid. In addition, the Deputy Minister of Defense of Russia Tatyana Shevtsova presented the employees of the center with departmental awards and certificates.

The Unified Settlement Center is the financial and economic body of the Ministry of Defense, whose main task is to provide servicemen of the Armed Forces of the Russian Federation with monetary allowances, social benefits and compensation payments.

The created unique unified database on the military personnel of the Armed Forces allows online receiving objective information on personnel records of personnel, ensuring effective budget management, promptly planning funds for paying salaries, applying uniform calculation algorithms, and eliminating the corruption component.

Once entered into a single database, information about a serviceman (last name, first name, patronymic, date of birth, information about the assigned military rank, position held, total duration of military service and other information) is subsequently used by all interested military command and control bodies to perform their functional tasks.

The applied software product of resource support allows for a centralized calculation of monetary allowances, social benefits and compensation payments to servicemen for all types of the Armed Forces and combat arms deployed in all military districts and in the Northern Fleet. Regardless of the territorial affiliation of military service – be it a military unit in the village of Klyuchi of the Kamchatka Territory or a military unit in the Moscow region – servicemen receive a salary at the same time. Of course, it is impossible to imagine the work of the Single Settlement Center without the so-called “feedback” with the military.
