It is planned to consider the following issues at the meeting:

1. On the draft federal law “On Amendments to Article 33336 of Part Two of the Tax Code of the Russian Federation”

The bill is aimed at implementing the ruling of the Constitutional Court. The bill proposes to amend Article 33336 of the Tax Code in terms of exemption from payment of state fees to victims (plaintiffs) in cases of an administrative offense provided for in Article 6.1.1 of the Code of Administrative Offenses, in claims for compensation for property damage and (or) moral damage caused by persons who have committed the specified administrative offense and have a criminal record under Article 1161 of the Criminal Code, provided that such acts are committed by the same person in relation to the same person.

2. On the draft federal law “On Amendments to Article 150 of Part Two of the Tax Code of the Russian Federation”

The bill is aimed at establishing a preferential regime for the import into the territory of the Russian Federation of technological equipment (including components and spare parts for it) and electronic products (including components, electronic component base, control and measuring equipment used for its development and production) , analogues of which are not produced in the Russian Federation. The adoption of the bill will help to reduce the diversion of working capital of electronic industry organizations that import technological equipment and electronic products into the territory of the Russian Federation, the analogues of which are not produced in the Russian Federation, and stimulate the implementation of investment projects to create new electronic industries.

3. On the draft federal law “On Amendments to the Code of the Russian Federation on Administrative Offenses”

The draft law is aimed at suspending the application of penalties against grid organizations and guaranteeing suppliers in case of violation of obligations to install (replace) electricity metering devices until the appearance of electricity metering devices on the domestic market that meet the requirements of the legislation of the Russian Federation.

4. On the draft federal law “On Amendments to Article 11 of the Federal Law” On Postal Service “”

The bill is aimed at bringing the provisions of the Federal Law “On Postal Communications” in line with the current functions and powers of federal executive authorities and federal postal organizations, taking into account the changed structure of relations in terms of organizing the process of issuing and distributing state postage stamps.

5. On amending the Regulations on the Ministry of Labor and Social Protection of the Russian Federation and invalidating certain provisions of some acts of the Government of the Russian Federation

The draft resolution proposes to update the list of powers of the Ministry of Labor of Russia on the legal regulation of issues:

the activities of the employment services;
making social payments to citizens recognized as unemployed in accordance with the established procedure;
providing material assistance to citizens who have lost the right to unemployment benefits;
appointment and payment of scholarships to citizens during the period of vocational training and additional vocational education in the direction of the employment service;
approval of rules for labor protection and organization of a safe workplace;
management of occupational risks and identification of harmful production factors in the workplace;
investigation of accidents at work and registration of micro-damages of workers;
provision of employees with personal protective equipment and free distribution of therapeutic and prophylactic food, milk and other equivalent products.
