The government has completed work on strategic initiatives – projects designed to improve the quality of life of people and make the Russian economy more modern and flexible. The order approving their complete list was signed by Prime Minister Mikhail Mishustin.

Five working groups were formed to prepare new initiatives. They included representatives of business, expert and scientific organizations, regional and federal authorities. Group members analyzed over 250 ideas and selected 42 of the most requested initiatives for the final list. Each of them meets a number of important criteria. First, it responds to the real needs of citizens. Secondly, it gives tangible results in terms of improving the quality of life. Thirdly, it helps to achieve national development goals and does not duplicate existing activities presented, for example, in national projects.

The initiatives included in the list are divided into six areas: social sphere, construction, ecology, digital transformation, technological breakthrough and the state for citizens.

Projects of the social block – there are ten of them in total – are focused on preserving people’s health, creating opportunities for self-realization and personal growth. On the “Construction” track – it includes seven initiatives – the main emphasis is placed on updating the infrastructure and creating a comfortable living environment.

Another important area – “Ecology” – is represented by four initiatives. We are talking about waste processing and careful extraction of mineral resources, reduction of greenhouse gas emissions, elimination of hazardous landfills and emergency facilities. The section “Digital transformation” includes five initiatives, which, in particular, will simplify the interaction of citizens with government agencies.

The Technological Breakthrough block leads in terms of the number of initiatives. It includes 15 projects from various fields – from the agricultural sector to nuclear energy and electric transport. They will accelerate the renewal of critical sectors of the economy, help create additional incentives for business and attract large investors.

Finally, the measures from the section “State for Citizens” will help to focus the work of the authorities around the interests of a particular person, to make them more attentive to the needs of citizens.

For each initiative, specific results are indicated on two planning horizons – until 2024 and until 2030. This will help to give an accurate assessment of the effectiveness of work in each area.

The implementation of the initiatives until 2024 will require 4.6 trillion rubles. Funds for these purposes will be taken from the federal budget and the National Welfare Fund. It is also planned to attract private investment.

Government initiatives will become a powerful stimulus for the socio-economic development of the country, complement the existing mechanisms for achieving the national goals outlined by the President, and will also increase the resilience of the Russian economy to external challenges.
