Representatives of the federal executive authorities, as well as the constituent entities of the Russian Federation, reported on the measures taken during the civil defense staff training at a meeting chaired by Deputy Minister Viktor Yatsutsenko at the National Center for Crisis Management of the EMERCOM of Russia.
During the staff training, a number of issues were identified that require systematic study: the need to clarify the initial data for planning civil defense measures in the constituent entities of the Russian Federation, paying special attention to modeling the situation of radiation contamination and large-scale destruction of life support facilities, etc.
It was noted at the meeting that as part of the training, along with checks of the warning system of the territories of the subjects, a set of measures was taken to educate the population to act on the warning signal “Attention to all!” and in practice, the issues of interdepartmental interaction in responding to emergencies have been worked out.
As part of the training, large-scale command and staff exercises were held to eliminate a conditional emergency on the territory of the Moscow oil refinery in Kapotnya – JSC Gazpromneft – Moscow Oil Refinery.
During the exercise, innovative techniques for extinguishing fires at oil refining facilities were demonstrated. Foam generators ГПС-600 were used to extinguish the oil product. A simulated fire was extinguished with the help of new models of fire-fighting equipment, foam lifters with a FLEXI FOAM foam generation system, as well as a mobile robotic complex MRK-60. In total, more than 150 personnel took part in the training, about 35 pieces of equipment were involved.
“Today, the readiness to respond to all possible risks in production has been fully demonstrated. All emergency teams are equipped with the most modern and advanced equipment. It is safe to say that the Moscow Oil Refinery is ready to resolve all issues related to responding to any possible emergency situations, ”summed up the Deputy Minister of EMERCOM of Russia Viktor Yatsutsenko.
On the territory of the Republic of Crimea in the city of Armyansk, according to the plan of exercises at one of the largest enterprises in the region, as a result of a disruption in the technological process, containers with chemically hazardous substances were destroyed. Radiation and chemical observation posts and a network of observation and laboratory control, as well as sanitary washing points and points for special processing of equipment, were deployed near the contaminated zone. In the zone of conditional contamination, points for the issuance of personal protective equipment were deployed. Measures were taken to evacuate the population.
In the Samara region, according to the legend of the exercises, chlorine was released at the pumping and filtering station of the city. The employees of the organization organized the evacuation of workers, took initial measures to eliminate the incident, and met the arriving services. Fire and rescue divisions carried out work to create a water curtain that precipitates a cloud of chlorine. The Department of Radiation, Chemical and Biological Protection carried out a search and evacuation of the victims.
The conditional collapse of the entrance of a residential apartment building with the subsequent fire in practice was worked out by the Chechen Republic. The services involved have worked out a set of measures, including dismantling the rubble and searching for victims, extracting and delivering to medical institutions, evacuating residents of neighboring entrances, extinguishing a fire, ensuring public safety, etc. To organize the elimination of the consequences of a conditional emergency, a mobile control center of the Main Directorate of the Ministry of Emergency Situations of Russia in the Chechen Republic was deployed on the spot.
“Summing up the results of the training, I would like to note that all the goals have been achieved. The training showed the importance and necessity of holding such events at all levels, as well as their importance in protecting the population, territories, material and cultural values from the threats and challenges of our time. An effective solution to the tasks facing the civil defense system is not possible without the use of automated and control information systems developed on the basis of modern information technologies, ”said Viktor Yatsutsenko.
The Deputy Minister thanked all the participants in the training and stressed that the questions posed and worked out in practice make it possible to face the future with confidence, improve and work out ahead of the curve the threats that we see, analyze and respond to.
