Deputy Prime Minister Dmitry Chernyshenko and Plenipotentiary Representative of the President in the Volga Federal District Igor Komarov held a regular meeting with the heads of the Volga Federal District subjects on the socio-economic development of the regions by videoconference. The meeting took place at the Coordination Center of the Russian Government. The event was also attended by Deputy Prime Minister Victoria Abramchenko.

At the meeting, the second pre-defense of projects that will be implemented within the framework of the curatorship institute approved by Prime Minister Mikhail Mishustin took place. The heads of the Udmurt Republic, Perm Territory, Orenburg, Penza and Saratov regions made reports.

Dmitry Chernyshenko noted that the first group of regions – Tatarstan, Bashkortostan, Nizhny Novgorod and Samara regions – following the results of the first pre-defense, completely filled out project passports and proceeded to refine and prioritize them based on an expert assessment. The Deputy Prime Minister added that the attitude of residents to the proposed projects will be taken into account.

“I ask the Coordination Center, the Ministry of Digital and the Ministry of Economic Development and Trade to constantly provide feedback on the projects that were presented during the pre-defense. We are interested in all reviews, both positive and negative. It is also necessary to organize sociological surveys on these projects. At the site of the Coordination Center, we have 13 tools for obtaining feedback. Heads of regions, I ask you to rely on these data when selecting and prioritizing projects. It is important for the Government of the country that all projects being implemented clearly meet the needs of people and their needs, ”said the Deputy Prime Minister.

At the beginning of the meeting, Igor Komarov noted the specifics of each of the five presented regions of the Volga Federal District. So, in the Orenburg region, mining is the main branch of the economy, in Udmurtia and the Perm Territory, a significant share is also accounted for by manufacturing industries, and the Penza and Saratov regions are industrial and agricultural regions.

According to the plenipotentiary representative, in all five regions, according to the results of the first half of the year, there is an increase in industrial production, while the volume of investments in fixed assets has decreased, while in the Okrug and Russia the dynamics of investments is positive. “In this regard, I ask the heads of the regions to pay attention and actively use the new instruments that have appeared at the federal level to stimulate investment activity,” he added.

“A person should be at the center of all projects, decisions and programs, as has been repeatedly stated by the President of the Russian Federation Vladimir Vladimirovich Putin. Our task is to ensure a tangible improvement in the quality of life of citizens, ”said Igor Komarov.

Dmitry Chernyshenko emphasized that it is very important for the heads of the regions to be as careful as possible about the cost of projects.

“The amount of requested additional funding must be justified. Of course, in the future they will be clarified during detailed elaboration, including in working discussions with the Ministry of Finance, but for a successful selection, accuracy in calculating the budget will be of great importance, ”he said.

The head of the Republic of Udmurtia, Alexander Brechalov, presented six projects: the development of the road network, transport, public spaces, the creation of conditions for business development and increasing the investment attractiveness of the region. According to him, their implementation will significantly improve the quality of life.

The head of Prikamye noted that all projects were developed taking into account the needs of people and cover key areas. “We understand that by solving the problems of each resident, we comprehensively solve the problems of the entire region, therefore, we focused on the needs of the region, people, and business. With successful implementation, more than 28 thousand jobs will be created in the Perm Territory. Investments in the region will amount to over 500 billion rubles, of which private investments will amount to about 375 billion rubles, ”Dmitry Makhonin emphasized.

Governor of the Orenburg region Denis Pasler noted that all the projects presented are important not only for the development of the Orenburg region, but also for the country as a whole: “Saving the Urals ecosystem is a transboundary task, the solution of which is paid attention to by the presidents of Russia and Kazakhstan. “Europe – Western China” is a fundamental project from the point of view of logistics. The construction and equipping of the regional children’s hospital is the largest socially significant project in the region over the past 25 years. The international campus will increase the scientific and educational status of the region ”.

The Governor of the Penza Region, Oleg Melnichenko, presented initiatives, the implementation of which will have a positive impact on the socio-economic development of the region. He paid special attention to the project for the construction of transport infrastructure and the renewal of rolling stock. “The cost of the project is 6.4 billion rubles, of which 50% are budgetary funds, 50% are non-budgetary sources,” he explained. Among the priorities, Melnichenko also outlined the modernization and development of the regional oncological service, including through the construction of laboratory diagnostic and surgical buildings, as well as a positron emission tomography center, the Clean Water program and the creation of an industrial-production SEZ, water purification …

The Governor of the Saratov Region Valery Radaev presented the projects selected taking into account the complex effect on the processes within the agglomerations that are formed on the territory of the region. The project that completes the formation of a metallurgical cluster in the Balakovo agglomeration is the expansion of the metallurgical plant’s production (construction of a rail and structural mill, a new plant for processing zinc-containing raw materials, improving the supply chain). Also presented were the construction of a regional TB dispensary, a high-speed tram line in Saratov, the largest in Russia and the third largest in Europe data processing center of Sberbank, the development of the Park of the Conquerors of Space.

Following the meeting, Dmitry Chernyshenko instructed the regions to finalize the projects and submit their passports by October 14, taking into account the comments.

“We have very little time left to select the top 5 projects most demanded by the population. Therefore, I ask those regions that defended themselves today, and those that will defend themselves next time, to fill out short passports of their projects now, so that we have time to prepare for their defense at a higher level, ”said Dmitry Chernyshenko.

The next meeting will take place on October 21st. Projects of the Chuvash Republic, the Republic of Mordovia, the Ulyanovsk Region, the Republic of Mari El and the Kirov Region will be presented.
