The All-Russian Scientific and Practical Conference “Experience of the Activity of the Narcological Service of the Russian Federation” was held in Moscow from 7 to 8 October 2021. The organizer of the event is the Ministry of Health of the Russian Federation. The conference was attended by representatives of federal executive authorities – the Ministry of Health of Russia, the Ministry of Internal Affairs of Russia, the Ministry of Foreign Affairs of Russia, the Federal Penitentiary Service of Russia, heads of research centers, representatives of the ministries of health of Azerbaijan, Uzbekistan, the Republic of Belarus, heads of narcological services of the constituent entities of the Russian Federation.
On behalf of the Federal Penitentiary Service of Russia, the Deputy Head of the Department for the Organization of Medical and Sanitary Support of the Federal Penitentiary Service of Russia Elvira Stepanova spoke at the conference with a report on the topic: “Organization of the provision of drug treatment in institutions of the penitentiary system.” In her speech, Elvira Stepanova spoke about the organizational forms of providing drug treatment in penal institutions, as well as the ongoing rehabilitation and resocialization of persons suffering from drug addiction diseases. She drew attention to the need for closer interaction of the medical service of the Federal Penitentiary Service of Russia with the narcological services of civil health.
Chief freelance specialist psychiatrist-narcologist of the Ministry of Health of Russia and the Department of Health of the city of Moscow, President of the Moscow Scientific and Practical Center for Narcology of the Moscow Department of Health, Evgeny Brun, noted the quality and effectiveness of drug treatment in the medical correctional institution No. 7 of the Federal Penitentiary Service of Russia for the Chuvash Republic-Chuvashia, which he visited the day before.
– All the stages that we constantly talk about in our civil society are observed there – psychiatric treatment, rehabilitation, adaptation to a free life. They have it all. Our task is to organize our work in such a way that it is massive and accessible to each of our patients, – emphasized Evgeny Brun. He added that “the continuity between the institutions of the narcological service and the Federal Penitentiary Service, which I saw in Chuvashia, is very important to us.”
