In Russia, work begins on the development of the unmanned aircraft segment. The plans are to improve legislation, as well as develop new technologies for managing such flights to make them as safe as possible. This is stated in the Concept for the integration of unmanned vehicles into a single airspace, which was approved by Prime Minister Mikhail Mishustin.

The concept provides for the phased integration of drones by 2030. In particular, the organizational period will last until 2023, during which measures will be developed to simplify procedures and remove restrictions on flights of unmanned aerial vehicles (UAVs). Also, at this stage, special services for electronic registration and accounting of UAVs will be introduced, rules for the preparation and implementation of such flights will be established.

At the second stage – until 2027 – it is planned to develop and introduce new technologies to ensure the safety of UAV flights, to create the necessary communications infrastructure, navigation and surveillance systems. In parallel, legislative work will proceed. For example, technical requirements for new systems and equipment that will ensure flight safety will be approved, and the procedure for using the airspace during joint flights of unmanned and pilot vessels will be adopted. At the same stage, their test flights in a single airspace will begin.

Finally, at the third stage – by 2030 – it is planned to complete the creation of a technical infrastructure to ensure the safety of UAV flights, introduce digital technologies in terms of controlling flights of unmanned and manned aircraft in a single space, and adopt regulations that will regulate this area.

The development of the unmanned aircraft segment will open up new opportunities for solving problems not only in the field of state security, but also in various areas. For example, drones can be used for express delivery, small cargo transportation and e-commerce, pest control in agriculture, monitoring the risk of forest fires and other dangerous situations.
