To support the self-employed, the city has created a digital ecosystem “Everything about self-employment from A to Z”.
Every fourth Russian self-employed is registered in Moscow – their number in the capital already exceeds 750 thousand people. The main activities among the self-employed are tutoring, renting out apartments, transportation and delivery services, repair and construction, marketing and advertising.
The share of Muscovites who pay tax on professional income has reached 10 percent of the city’s working-age population. Moreover, self-employment has become one of the fastest growing segments of the capital’s economy – the monthly growth is 30–35 thousand people.
The regional project “Creation of favorable conditions for the implementation of activities by self-employed citizens (the city of federal significance Moscow)” was approved in 2020. This is one of the pillars of the implementation in the capital of the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives.”
“The target figure for the number of self-employed established for Moscow for 2021 is 406 thousand. And in fact, their number in the city is already much higher. Due to its flexibility and convenience, this tax regime is in demand among Muscovites, ”she said.

Citizens who provide paid services without hiring employees and have an income of up to 2.4 million rubles a year can become self-employed. The tax rate for self-employed when working with individuals is four percent of the amount of income, six percent – when working with individual entrepreneurs and companies.
“Self-employed in January-August 2021 transferred 2.78 billion rubles to the budget in the form of tax on professional income, which is 3.8 times higher than the receipts for the same period of the previous year. Moscow self-employed people monthly allocate about 370 million rubles to the budget on average, “said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.
According to the Minister of the Moscow Government, the head Department of Economic Policy and City Development Kirill Purtova, the total income of the self-employed is also growing.
“From the beginning of 2019 to September 1, 2021, it amounted to 232 billion rubles – 40 percent of the total income received by all self-employed in Russia. The average size of a check by the beginning of autumn reached 2,332 rubles, an increase of 20 percent compared to the beginning of the year and 40 percent in relation to September 2020, ”he said.

It tells who can become self-employed, publishes information about free educational activities, online courses and comprehensive training programs. Popular services for finding orders and promoting services for self-employed are integrated into the digital ecosystem. Online introductory courses are available to users of each site.

In addition, the mbm.mos portal contains online products that make it easier to run your business. One of the services – “Interactive Assistant” – will help you choose city support measures, including for the self-employed.
Mbm.mos is a project of the Small Business of Moscow State Budgetary Institution, subordinate to the Moscow Department of Entrepreneurship and Innovative Development. With the help of the portal, entrepreneurs receive free consultations and educational support.
