The event was attended by: Deputy Director of the Department of State Policy in the Field of Protection of Children’s Rights of the Ministry of Education of the Russian Federation Yulia Kostyryachenko, Advisor to the Presidential Commissioner for Children’s Rights Mikhail Orlov, Head of the Department for Support of Social Projects of the Fund for Support of Children in Difficult Situations Olga Shulakova , executive director of the all-Russian public organization “National parental association for social support of the family and the protection of family values” Larisa Sanatovskaya, deputy heads of the territorial bodies of the Federal Penitentiary Service of Russia in charge of personnel and educational work, heads of pre-trial detention centers, premises operating in a pre-trial detention center, which contain juvenile suspects and accused, heads of educational colonies, heads of educational organizations, representatives of executive authorities of the subjects of the Russian Federation Russian Federation.

The head of the Department of educational, social and psychological work of the Federal Penitentiary Service of Russia, Major General of the Internal Service Andrei Shmidko, addressed the meeting participants with an opening speech.

In his speech, he noted that study is part of the process of socialization of the personality of a minor. Realizing educational, upbringing and developmental functions, the school has a significant impact on the formation of value orientations and moral convictions of students, creates favorable opportunities for minors to realize their creative and spiritual interests, develop physical and intellectual abilities, master the experience of social behavior, prepare for active participation in society after release.

The Federal Penitentiary Service is taking all the necessary measures to realize the rights of juvenile suspects, accused and convicted persons to receive a high-quality general education.

At the same time, today there are problematic issues in the organization of training for juvenile suspects and accused held in pre-trial detention centers of the penal system, the solution of which is possible only by joint efforts of the Federal Penitentiary Service of Russia, the Ministry of Education of the Russian Federation and the executive authorities of the constituent entities of the Russian Federation, implementing management in the field of education.

Mikhail Orlov, Advisor to the Commissioner for the Rights of the Russian Federation under the President of the Russian Federation, also outlined the relevance and social significance of the topic under discussion, noting that the issues of organizing training for this category of persons are under the close attention of the Commissioner under the President of the Russian Federation for the Rights of the Child.

Further, the participants of the meeting discussed the issues of organizing and improving the work to ensure conditions in the pre-trial detention center and the PFRSI for the juvenile suspects and accused to receive a general education.

At the end of the event, Andrei Shmidko thanked the participants of the meeting for their constructive interaction, attention to the problems of teenagers who stumbled, and assistance in resolving issues of ensuring the rights of juvenile suspects, accused and convicted persons.
