In the Vyatka Chamber of Commerce and Industry, a meeting of representatives of regional business was organized with the head of the Department for the organization of the execution of punishments not related to the isolation of convicts from the society of the Federal Penitentiary Service of Russia, Major General of the Internal Service Elena Korobkova. The event was attended by the heads of large Kirov enterprises. The main topic of the meeting was the discussion of the use of labor of convicts at various production sites in the region.

In the territorial bodies of the Federal Penitentiary Service of Russia, correctional centers and sections are created that function as correctional centers at correctional institutions. In 2020, due to changes in the legislation, it became possible to create sections of correctional centers on the basis of property provided for free use by organizations planning to use the labor of convicts for forced labor, which expanded the possibilities for placement and employment of convicts.

“This is the most promising and mutually beneficial direction, since the enterprise provides renovated accommodation for convicts and provides them with work, and the correctional center provides a permanent workforce and provides supervision over them,” said Elena Korobkova.

To date, in 80 territorial bodies of the Federal Penitentiary Service of Russia, 139 institutions have been created to serve sentences for those sentenced to forced labor with the possibility of accommodating 11 thousand convicts, including more than 2 thousand places at facilities provided by organizations.

Elena Korobkova noted her readiness to cooperate with the Kirov business on the creation of correctional centers on the basis of organizations’ facilities, since the region’s correctional institutions contain 3,000 prisoners who have been sentenced to imprisonment, who have grounds for filing a petition to replace the unserved part of the sentence with forced labor.

“Convicts from places of deprivation of liberty strive to get to correctional centers, they are highly motivated to perform high-quality work duties and are ready to work at any facilities and enterprises in order to receive salaries, help families, and settle claims. This is a kind of social lift that allows you to adapt in society, get a job, restore social and family ties, – added Elena Korobkova

Entrepreneurs in some constituent entities of the Russian Federation can take advantage of economic incentives for organizations that employ convicts. In addition, the internal resources of the Federal Penitentiary Service of Russia make it possible to train convicts in specialties that are in demand today on the labor market before being released from prison.

So, in correctional institutions there are more than 400 vocational educational institutions and their branches, on the basis of which convicts are trained in more than 160 specialties. In this regard, organizations within the framework of interaction can designate a list of specialists they need.

During a conversation with entrepreneurs, Elena Alekseevna noted that according to the legislation of this category of convicts, a place to live and a wage not lower than the minimum wage should be provided. Deductions are made from the salary to the state income from 5 to 20%.

The leaders of Kirov enterprises noted the importance of such an initiative in the current situation of a shortage of workers, and also expressed their readiness to further organize interaction.
