On October 15-16, 2021, the Seventh World Congress of Compatriots Living Abroad was held in Moscow. The forum was attended by about 400 leaders and activists of public associations of compatriots from 102 countries, representatives of federal legislative and executive bodies, executive bodies of the constituent entities of the Russian Federation, Russian foundations and non-governmental organizations. Taking into account the current restrictions caused by the coronavirus pandemic, this event was held in full-time and part-time format.

In his address to the forum participants, President of the Russian Federation Vladimir Putin noted that this year’s Congress is of particular importance, it is being held after the introduction of a provision into the Constitution of the Russian Federation on the protection of the rights of compatriots, on the preservation of the all-Russian cultural identity. Russia will continue to provide its Russian compatriots with all possible assistance and support.

Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, Chairman of the Government Commission on the Affairs of Compatriots Abroad, stressed in his speech that the Russian diaspora makes a significant contribution to supporting the Russian language, popularizing the achievements of Russian culture and Russian education, disseminating an objective image of Russia and our traditional values.

Greetings from the Chairman of the Federation Council of the Federal Assembly of the Russian Federation V. I. Matvienko, Patriarch of Moscow and All Russia Kirill were sent to the participants of the Forum. At the Congress, in particular, the Deputy Chairman of the Council of Federation of the Federal Assembly of the Russian Federation K. I. Kosachev, Chairman of the Committee of the State Duma of the Federal Assembly of the Russian Federation on international affairs L. E. Slutsky, Chairman of the Committee of the State Duma of the Federal Assembly of the Russian Federation on CIS affairs, Eurasian integration and relations with compatriots L. I. Kalashnikov, Commissioner for Human Rights in the Russian Federation T. N. Moskalkova, Head of Rossotrudnichestvo E. A. Primakov, Special Representative of the President of the Russian Federation for International Cultural Cooperation M. E. Shvydkoy, Director of the Department information and press, the official representative of the Ministry of Foreign Affairs of Russia M.V. Zakharova, as well as representatives of interested federal and regional executive bodies, public organizations and foundations, prominent representatives of the Russian diaspora, heads of country associations of compatriots.

The Congress summed up the results of the work done and determined the guidelines for the interaction of compatriots’ organizations with the Russian Federation for the future. Particular attention is paid to the role of the multinational and multi-confessional Russian world, the preservation of historical truth and identity, the protection of the rights and legitimate interests of compatriots, the role of the Russian language in the consolidation of the community, the media of the Russian Diaspora in the era of digitalization, modern technologies and education of young people, the role of compatriots in economic cooperation of Russian regions with foreign countries.

The resolutions and recommendations of the sections adopted by the Congress participants note that the foreign Russian world is a reliable partner for the historical Motherland, preserves the native language, culture and historical heritage.

A number of compatriots were awarded by the Government Commission on the Affairs of Compatriots Abroad.
