Deputy Head of EMERCOM of Russia Viktor Nichiporchuk took part in the international conference of the Association of Specialists in Program and Policy Evaluation-2021.

The event was organized by the Center for Advanced Management Solutions and the Accounts Chamber of the Russian Federation.

As part of the panel discussion, the discussion focused on the use of an evidence-based approach in Russian departments. The participants in the discussion were interested representatives of the governing body of the Ministry of Digital Industry, Rostrud, the Accounts Chamber of Russia, the Center for Strategic Research, and the Forum Analytical Center. They shared their experience in this area and considered the conditions for development.

As noted during the discussion, the use of evidence-based approaches by Russian government agencies in the implementation of government policies, programs and projects, although it remains insufficient, is gradually becoming more widespread. Over the past year, new evidence-based policy practices have emerged in several departments at once. Among them, for example, are the active involvement of the scientific community in the assessment of measures through the grant system and the holding of hackathons, the establishment of data councils for constant communication with the scientific community, and independent assessments of the effectiveness of government regulation and research within departments.

As a result of the panel discussion, the participants agreed that these best practices should be implemented in the work of departments. “At present, the principles of evidence-based policy in the sphere of public administration are acquiring special relevance,” V. Nichiporchuk noted.
