The main tasks facing the Government of Russia are import substitution in critical sectors of the economy, elimination of dependence on foreign technologies, components and electronic component base in the production of weapons and military equipment, as well as an increase in the share of civilian products, including those with export potential, said the vice – Prime Minister Yuri Borisov at a meeting on development prospects innovative scientific and technological center “Intelligent Electronics – Valdai”.

The center is being created in the Novgorod region in pursuance of the instructions of the President of Russia as a modern infrastructure for the development of the Russian civil electronic industry. It will become the sixth such center in Russia. The main areas of activity: the development of ultra-precise software and hardware electronic systems, the creation of biomedical diagnostic and rehabilitation systems for monitoring, forecasting and decision-making.

The center will be located on three sites: two (with a total area of 18.99 ha) – in Veliky Novgorod, the third (68 ha) – in the city of Valdai, Novgorod Region, where there will be research infrastructure – laboratory blocks, the main building with a conference hall, a library, training workshops, coworking spaces, lecture halls.

The main industrial partners of the project: Rostec State Corporation, Federal Medical and Biological Agency (FMBA of Russia), Russian Railways JSC, Advanced Research Fund, Module STC JSC, Almaz-Antey Concern East Kazakhstan JSC, Concern “Radioelectronic Technologies” (KRET).

“I strongly recommend that representatives of state corporations operating in the Novgorod region take an active part in the development of the region’s radio-electronic industry,” Yuri Borisov said at the meeting. – Not formally, but with specific projects to confirm your interest. “

After that, Yuri Borisov met with the students. Electronics is a backbone industry, one job creates 8 jobs in the automotive industry, 7 in aircraft construction, 5 in shipbuilding, he said at a lecture. The domestic market for electronic products is estimated at 2.9 trillion rubles. Russia still accounts for only 1% of world investments in the industry and about 1% of world production. The main problems are chronic underfunding, brain drain abroad and import dependence. In 2020, the Russian Government adopted a new strategy for the development of the industry until 2030. Financial and non-financial support measures should help to increase the volume of industry output by 2.8 times (up to 5.2 trillion rubles), and exports – 3 times (up to 12 billion dollars). The share of civilian products will have to be half.
