In the port of Sovetskaya Gavan “Remstal Company” is creating a transport and transshipment complex for transshipment of liquefied hydrocarbon gases. The total cost of the project is 21.3 billion rubles, the investor has already invested 6.8 billion rubles. In the port of Vanino, VaninoTransUgol (GK Kolmar) is building a terminal for transshipment of coking coal mined in South Yakutia at the Denisovsky and Inaglinsky mining and processing complexes. In 2020, a complex for transshipment of coal with a capacity of 12 million tons per year was commissioned, at the second stage, in 2023, the capacity will be increased to 24 million tons. The volume of investments in the project amounted to 37.8 billion rubles out of the planned 49 billion rubles. Both investors took advantage of the preferential free port regime in the Vaninsky and Sovetsko-Gavansky municipal districts. In total, 22 enterprises implementing projects with a declared investment of about 156 billion rubles have the status of residents of the free port in the Khabarovsk Territory. It is planned to create more than 5 thousand jobs. The total volume of the declared investments of residents in the development of port infrastructure is 151.6 billion rubles, in fact, more than 41 billion rubles have been invested.

Opening the meeting, Yuri Trutnev noted that uninterrupted functioning and timely modernization of ports are one of the drivers of growth not only for the economy of the Far East, but for the entire country.

There are 19 seaports in the Far East with a total capacity of 289.4 million tons per year at the beginning of 2021. As the Deputy Prime Minister noted, with a decrease of 2.3% at the end of 2020, the volume of cargo transportation through Russian seaports, the cargo turnover of the Far Eastern basin increased by 4.6% (223.2 million tons, or 27.2% of the total cargo turnover). An upward trend is also recorded this year: over nine months, cargo turnover increased by 0.9% compared to the same period in 2020 (168.6 million tons).

According to the Register of Russian seaports, there are five seaports in the Khabarovsk Territory – Vanino, De-Kastri, Sovetskaya Gavan, Okhotsk, Nikolaevsk-on-Amur. Their cargo turnover in 2020 amounted to 47.8 million tons (105% to the level of 2019), and in the nine months of 2021 – 37 million tons (103% to the same period last year).

JSC “Russian Railways” is working on the implementation of the second stage of modernization of the railway infrastructure of the BAM and Transsib, which provides for an increase in the carrying capacity of the key section of the Baikal-Amur Mainline for the development of ports in the Khabarovsk Territory from st. Komsomolsk-Sortirovochny to st. Vanino from the current 39.8 million tons per year to 81.8 million tons.

At the same time, the slow pace of construction of railway infrastructure is the main deterrent to the intensive development of the Far Eastern ports. “The development of the infrastructure of ports, supply railways is of fundamental importance for the implementation of investment projects on the territory of the Khabarovsk Territory and the entire Far East. Problems arise in the synchronization of plans for the modernization of railways with the development of port facilities. According to Russian Railways, in 2023, the necessary carrying capacity will be provided so that the ports of the Khabarovsk Territory are fully loaded. To date, a significant part of the products produced (about 15 million tons of coal from the Far East) are not exported due to problems with rail links. Investors suffer losses due to the gap between the possible volume of transportation by rail and the possible shipment in ports. Port facilities are not fully utilized. “Russian Railways” need to speed up their work, ”stressed Yuri Trutnev.

The Deputy Prime Minister instructed the Ministry for the Development of the Russian Far East and Russian Railways to analyze the implementation of agreements with the investors of the Vanino-Sovetsko-Gavanskoye transport hub on the issue of the completeness of the export of goods presented for transportation.

Provision of stable air communication between Khabarovsk and Sovetskaya Gavan was discussed. In 2020, the regional company, KGUP Khabarovsk Airlines, performed 158 regular flights on this route, transported 2,741 passengers. The flight program of this year includes 187 flights, 4137 passengers will be transported.

Thanks to the support from the federal budget within the framework of the new routes of the unified Far Eastern airline, the residents of Sovetskaya Gavan were able to quickly get by air, including to Yuzhno-Sakhalinsk and Vladivostok. Avrora Airlines proposed to the government of the Khabarovsk Territory and large industrial enterprises in the region to organize a stable year-round flight between Vanino and Sovetskaya Gavan.

Yuri Trutnev instructed Aurora Airlines to submit a report on the company’s performance for 2021 and proposals for the further development of the program of socially significant air transportation in the Far Eastern Federal District.

The Deputy Prime Minister also instructed the government of the Khabarovsk Territory to take measures to bring regional, intermunicipal and local highways in the Sovetsko-Gavansky and Vaninsky municipal districts to a standardized state.

“For the development of the Far East, the state of port facilities is of strategic importance. A significant part of the production is exported. In addition, the entire east coast is the beginning of the Northern Sea Route. When we talk about the loading of the Northern Sea Route, about its use as a global transport corridor, it is impossible not to engage in the development of ports on the east coast, ”Yuri Trutnev summed up the meeting.
