Deputy Prime Minister Dmitry Chernyshenko commented on the results of the three-year work of the Center for Training Leaders and Teams of Digital Transformation of the Higher School of Economics, RANEPA. The Deputy Prime Minister noted that thanks to the center, digital competencies have already increased hundreds of thousands of listeners.
“Digital transformation is one of five national goals. The strategies of the constituent entities of the Russian Federation have been approved, and work on them continues. The task of the regions, the leaders of digital transformation, is to ensure the high-quality implementation of these strategies. Citizens and businesses should be the beneficiaries of digital transformation. It is to meet their needs that new systems and services are being created. State IT solutions should be based on modern client-oriented approaches, ”said Dmitry Chernyshenko.
The work of the center was initiated by the Government in 2018. Over the past three years, the center has published 10 reports on various aspects of digital transformation in public administration, launched four educational retraining and advanced training programs for civil servants, and created two open courses for everyone who wants to acquire digital skills.
“The fundamental position of the center is that educational programs developed for budgetary money should be as open and accessible as possible for everyone,” said Maria Shklyaruk, Academic Director of the Center. “There are about a million civil servants in the country, and all of them must have the necessary competencies in order to implement digital transformation projects in the field of public administration.”
The key task of the center is not just to train civil servants, but to change the perception of the ways and tools of work in management through the prism of customer-centricity in order to realize the possibilities of digital transformation in the interests of people.
