The topic of increasing the potential of young specialists of the penal system was discussed by Deputy Director of the Federal Penitentiary Service of Russia Lieutenant General of the Internal Service Valery Boyarinev, Head of the Personnel Department of the Federal Penitentiary Service of Russia Major General of the Internal Service Alexander Matveenko, Advisor to the Head of the Federal Agency for Youth Affairs Yegor Litvinenko, General Director of the Association of Youth Governments Russian Federation Dina Gayzatullina, Assistant to the Chairman of the Synodal Department for Youth Affairs of the Russian Orthodox Church Priest Vasily Rodionov, Head of the Department of Education and Science of the Spiritual Administration of Muslims of the Russian Federation Ilgizar Davletshin, employees of the Department of Educational and Social Work with the personnel of the personnel department of the Federal Penitentiary Service of Russia, chairmen and members of the Councils public formations of young specialists of federal executive bodies. Representatives of the territorial bodies of the Federal Penitentiary Service of Russia took part in the discussion via videoconference.

The conference participants shared their experience of organizing various youth formations in state executive bodies. Modern projects with young people were presented by employees of the Federal Tax Service, the Federal Security Service and the Ministry of Finance of Russia. These are storytelling clubs, cyber competitions, volunteer movements, etc.

The meeting emphasized the special role of young specialists in the activities of federal executive bodies. According to the Deputy Director of the Federal Penitentiary Service of Russia Valery Boyarinev, it is necessary to more actively involve young people in public work, which brings real benefits to people, as well as trust young specialists to responsible areas of the service and more often appoint them to leadership positions. Talented young people often have the energy, strength, knowledge and moral qualities necessary to achieve ambitious goals and change for the better.

Valery Boyarinev stressed that the Federal Penitentiary Service of Russia conducts systematic work with young people. This applies not only to employees, but also to convicts. Today in Russia about 67% of crimes are committed by people who have not settled in life and have not realized themselves. Therefore, the work on informing young people about the possibilities of self-realization, their involvement in social and cultural life should be under close scrutiny.

Thanks to the active civic position and creative initiative of young people in educational organizations, territorial bodies of the Federal Penitentiary Service of Russia and institutions subordinate to them, the social activities of the young generation of penal system employees are rapidly gaining popularity. At the moment, there are more than 1000 UIS Young Workers’ Councils in the institutions and bodies of the UIS.

Interesting projects were presented by the chairmen and members of the Councils of public formations of young specialists of the penitentiary system of the territorial bodies of the Federal Penitentiary Service of Russia. For example, in Perm, UIS employees take part in the “Clean Games”. This is a team competition for the collection and sorting of garbage, which is held in natural areas. Participants gain experience in the handling and sorting of waste in a playful way. In September, activists collected more than 6 tons of garbage in two days.

Deputy Director of the Federal Penitentiary Service of Russia Valery Boyarinov thanked the guests and participants of the online conference for the fruitful work and expressed hope for further close cooperation.
