Deputy Prime Minister Dmitry Chernyshenko and Plenipotentiary Representative of the President in the Volga Federal District Igor Komarov held a regular meeting with the heads of the Volga Federal District subjects on the socio-economic development of the regions in the Coordination Center via videoconference.
At the meeting, the heads of Mari El, Mordovia, the Chuvash Republic, the Kirov and Ulyanovsk regions held a preliminary defense of their breakthrough projects, which are planned to be implemented within the framework of the curatorship institute approved by Prime Minister Mikhail Mishustin.
Igor Komarov described the regions of the Volga Federal District that presented their projects: “In the structure of the economy of all five regions, the main share of the GRP falls on manufacturing, a significant share is occupied by trade and operations with real estate. Agriculture is also a significant industry in Mari El and Mordovia. “
According to the plenipotentiary representative, in Mordovia, Chuvashia and Mari El, the lowest average per capita incomes of the population are recorded in the district. In the Kirov and Ulyanovsk regions, the indicators are slightly better, but the income level of the population is still below the average for the district. All five regions have the lowest values in the Okrug in terms of the ratio of per capita money income to the subsistence minimum.
The regions under consideration are characterized by similar problems in the housing and utilities sector. There are problems in three regions in terms of unemployment. “Individual development programs have already been developed for the Republic of Mari El and the Chuvash Republic. In accordance with the instructions of the President of Russia Vladimir Vladimirovich Putin, a similar program is being developed for the Republic of Mordovia. In general, the situation in all five regions requires serious support from the federal center, ”the plenipotentiary representative summed up.
Dmitry Chernyshenko noted that the first two groups of regions of the Volga Federal District have already completely filled out project passports, now they are being prioritized in accordance with four parameters of expert assessment: feedback from residents, taking into account the impact on indicators of socio-economic development, the opinion of independent experts, as well as profile vice -premiers.
“A big step forward has been taken from the previous defense. All 14 regions of the Volga Federal District provided data on the current socio-economic situation. It is necessary to eliminate the lag in historical data so that we can observe the dynamics in the implementation of projects and make management decisions on them in time. I ask the regions to mobilize and cooperate more actively to exchange information with the Coordination Center of the Government, ”noted Dmitry Chernyshenko.
Following the meeting, the Deputy Prime Minister instructed the third group of regions to promptly adjust the projects, taking into account the comments made, and fill out their passports.
“We have literally a week left for this work. In early November, the final defense of projects is planned, which will be implemented within the framework of the institution of supervision. Of particular importance will be those of them that not only affect the socio-economic development of a particular subject, but also have significance on the scale of the district. We can already see that they can be divided into projects for cleaning rivers, creating SEZs, developing city centers and building new facilities. It is necessary to develop common approaches to their implementation on the scale of the district. I ask you to work out the so-called bench of spare projects, which can be additionally implemented within the framework of the institution of supervision, ”the Deputy Prime Minister added.
The head of Mari El, Alexander Evstifeev, speaking about projects and key issues, noted that their implementation is carried out within the framework of the frontal strategy of the region, taking into account the needs of the population. “The driver of the region’s development will be the extension of the individual development program until 2030, which will ensure the implementation of the projects presented and create additional conditions for strengthening food security in Russia, reducing the dependence of the Russian microelectronics market on foreign suppliers,” he said.
As part of the defense of the frontal development strategy of the Chuvash Republic, the head of the region, Oleg Nikolaev, presented six projects: “Cheboksary agglomeration cluster: a territory of opportunities. International Center for Creative Digital Economy “,” Chuvashia – the center of the tourist brand route “Runic Path” “,” Intersectoral ecosystem “Agro Breakthrough”, “Digital Energy Efficient Region”, “Special Economic Zone in Novocheboksarsk” and “Volga – an ecological breakthrough region ESG “. “We are facing a big task to save people and reduce migration outflow, create a comfortable and safe environment for life,” he said.
Mordovia submitted seven projects for consideration, including the creation of a full cycle of optical fiber production, modernization of engineering infrastructure facilities. It was also decided to work on improving the fields of biotechnology and radio electronics, creating a cluster for processing agricultural products. “It is important for us to create new enterprises with a complete cycle of dairy, meat and vegetable production. This will create new jobs in the region and reduce the outflow of the population, ”said the head of the Republic of Mordovia Artyom Zdunov.
The Governor of the Kirov Region Igor Vasiliev, presenting the most important projects for the region, paid special attention to two. The first is a project for the creation and development of Russia’s first special economic zone “Biopolis”, within the boundaries of which a municipal district will be created and a modern research and production complex will be formed. It is also planned to build a branch of the Chumakov Institute, specializing in the development of vaccines. According to Igor Vasiliev, another promising area for the region is medical tourism, which allows attracting patients from other regions and even countries to the region.
The Ulyanovsk Region presented six projects related to the modernization of the water supply system for the population, the development of transport infrastructure, the promotion of tourism potential, the formation of an innovative agglomeration, including the development of the port special economic zone and the Zavolzhye industrial park. Also presented is a project to create a recreational ecosystem in the historical center of Ulyanovsk and a comprehensive program for the development of the monotown of Dimitrovgrad. “We have strong manufacturing industries. We are one of the main centers of the aviation and automotive industry in Russia. The region has a powerful military-industrial complex and logistics potential. The initiatives that are now being defended use all these advantages, ”said the Governor of the Ulyanovsk Region Alexei Russkikh.
