The Coordination Center of the Government hosted a conference of the Ministry of Digital Industry of Russia “Using a single platform” GosTech “”. Deputy Prime Minister Dmitry Chernyshenko made a welcoming speech at it.

The following reports were heard at the conference: Head of the Ministry of Digital Transformation Maksut Shadayev, Deputy Head of the Ministry of Digital Security Alexander Shoitov, Deputy Head of the Ministry of Health Pavel Pugachev, Director of the Gostekh PKU Vasily Slyshkin, other representatives of government departments, as well as heads of digital transformation of the regions – Kaliningrad, Tyumen, Belgorod, Sakhalin regions, Perm region and the city of St. Petersburg.

The event was attended by the heads of digital transformation of all federal and regional authorities, deputy heads of the constituent entities of Russia, responsible for digital transformation, experts and specialists of the IT industry. In total – about 1 thousand participants.

Since 2020, an experiment is underway in Russia to create, translate and develop state information systems on the GosTech platform, which will last until the end of May 2022. GosTech is a cloud platform solution for federal, regional authorities and businesses with a unified development environment, service systems, a marketplace with the ability to reuse components.

The participants in the experiment are the Ministry of Finance, the Ministry of Sports, the Federal Property Management Agency, the Federal Medical Insurance Fund and others.

At the conference, the heads of these departments presented the structure of their domains, which will be integrated into a single GosTech platform.

In his speech, Maksut Shadayev noted: “We are discussing that from 2024 all further developments will necessarily be at GosTech. It is clear that such requirements will not be introduced from tomorrow, but all federal departments and regions need to prepare for this. “

“State systems and services should become a convenient, invisible, client-oriented ecosystem for citizens and businesses. We are following this path, and today our focus in the digital transformation is aimed at optimizing resources and processes. Each GIS contains up to 80% of the typical functionality, and departments are reinventing the wheel, while it is necessary to focus on creating fast and convenient services for citizens and businesses, helping them solve specific life situations. The process of reusing ready-made digital solutions both at the federal executive authorities and at the level of subjects has not been built. Therefore, it was decided to move from separate GIS to creating a domain on a single GosTech platform. Reliability, availability and security are the basic principles of the system, which will be an excellent competitive environment for large, medium and small businesses, ”said Dmitry Chernyshenko.

The total cost of owning regional and federal information systems is 460 billion rubles. The GosTech platform will ensure the reuse of the created technological and applied services. Its launch will solve the problems of public procurement in the IT sector and create a new market for developers.

“We must admit that the level of digital maturity of regions is different. Thanks to GosTech, entities will be able to focus on the implementation and optimal use of the best cloud solutions, while not wasting resources on development. In a global sense, for the state, this is technological sovereignty, high speed and quality of new services for citizens and businesses, ”the Deputy Prime Minister added.

Minister of Digital Development, Communications and Mass Media Maksut Shadayev spoke about the architecture of the GosTech platform and the principles of using the platform’s products.

“GosTech” will allow us to move to a model where the customer pays only for what he uses. As part of the platform, we will offer the market the best existing technologies that will be in demand by departments. The developed service should be available to other customers as soon as possible, taking into account security. Regional departments that do not have the necessary resources will be able to connect to the platform and use ready-made services. Taking into account the increase in the general level of digital literacy in government agencies, additional settings can also be made by experts of departments using the Low Code / No Code platforms, ”Maksut Shadayev said.

Vasily Slyshkin, director of FKU “GosTech”, spoke about the regulations governing the work of “GosTech” and affecting the IT development of e-government.

“When changing the legal framework, including in the field of procurement, we take into account the main principle of the Government’s work – human-centeredness. Issues related to intellectual property rights and open licenses should remain behind the scenes and should not affect the development timeline. By the end of the year, we will approve the concept of the platform and prepare a roadmap that will determine the stages of transition of existing federal information systems to the GosTech platform, and by May 2022 – a roadmap for regional GIS, ”Vasily Slyshkin noted.

He also recalled that PKU “Gostekh” has a license of an educational organization, which gives the right to train specialists. This will allow agencies to improve the preparedness of their staff and take competencies into account when selecting suppliers.
