From March 1, 2022, citizens will be able to remotely apply for the provision of a number of public services provided by the Russian Emergencies Ministry.

The State Inspection for Small Vessels of the EMERCOM of Russia (hereinafter – GIMS EMERCOM of Russia) will provide in electronic form the results of the provision of services for certification for the right to operate small boats, state registration and survey of small boats used for non-commercial purposes. These services are essential and mandatory throughout our country.

The orders of the Ministry of Emergency Situations of Russia, approving new administrative regulations for the provision of relevant public services, were recently registered by the Ministry of Justice and are aimed at introducing information technology into the provision of public services through the federal state information system “Unified Portal of Public Services and Municipal Services (Functions)”. This will reduce the time for providing the service and the number of interactions with officials of the State Inspection Service of the Ministry of Emergency Situations of Russia.

For example, for the survey of small vessels used for non-commercial purposes, citizens and legal entities will need no more than 8 hours of working time from the moment of receipt and registration of the application and the necessary documents.

In addition, with an application for the provision of state services for the survey or registration of a small vessel, it will be possible to apply to any subdivision of the GIMS EMERCOM of Russia, regardless of the citizen’s place of residence or stay / location of the vessel.

Each regulation specifies the package of necessary documents for the provision of public services.

From March 1, 2022, new editions of the following Administrative Regulations come into effect:

Administrative regulations of the Ministry of Emergency Situations of Russia for the provision of public services for attestation for the right to operate small boats used for non-commercial purposes;

Administrative regulations of the Ministry of Emergency Situations of Russia for the provision of public services for the survey of small vessels used for non-commercial purposes;

Administrative regulations of the Ministry of Emergency Situations of Russia for the provision of state services for the state registration of small boats used for non-commercial purposes.
