Creating a unified system for collecting, accounting and analyzing socio-economic indicators, transferring business audits to a remote format, automating the budget process and accounting – the strategic direction “Digital transformation of public administration” is focused on achieving these and other results. The document was approved by the Prime Minister Mikhail Mishustin.

The work is carried out within the framework of the presidential decree on national development goals until 2030. The digital transformation of the sectors of the Russian economy and the social sphere is defined in it as one of the priorities.

In the sphere of public administration, it is planned to solve a number of large-scale tasks by 2030.

For example, the creation of an automated system for the collection and analysis of reports on all socio-economic indicators, the digitalization of the sources of such data and the launch of the process of their continuous processing will allow the authorities to receive information on the state of economic sectors and the social sphere in real time. This will increase the quality and efficiency of decisions made.

The transfer into a fully electronic form of all processes related to the preparation, approval, execution of budgets of all levels, the automatic generation of reports and analytics using a “one button” will allow, among other things, to ensure proper control over the delivery of budget payments to citizens.

A single digital platform for control and supervision will make it possible by 2030 to transfer up to 90% of business inspections to remote mode, where possible. Entrepreneurs will be able to receive personalized updates on mandatory requirements from the state. Inspection data from a unified system will be used to compile a rating of enterprises in terms of reliability.

Another project related to the creation of a standard automated workplace for a civil servant based on domestic technologies will allow employees of federal, regional and municipal departments to perform their duties from anywhere with Internet access.

The digital transformation of public administration also implies the creation of a unified system for the provision of public services. On this platform, departments will be able to independently translate various services into electronic form and provide them in a proactive format, including depending on the user’s life situation.

The Ministry of Finance has been appointed responsible for the implementation of the strategic direction “Digital transformation of public administration”. Other ministries, in particular the Ministry of Economic Development and the Ministry of Industry and Trade, will be co-executors.
