Deputy Prime Minister Dmitry Chernyshenko took part in the first international forum “Ethics of Artificial Intelligence: The Beginning of Trust”.

The Forum became the first platform in Russia where developers and users of AI technologies discussed steps to effectively implement the ethics of artificial intelligence in priority sectors of the economy.

The main event of the forum was the plenary session “National concept of ethical regulation of artificial intelligence”.

It was attended by the Head of the Office of the President of the Russian Federation for the Development of Information and Communication Technologies and Communication Infrastructure Tatyana Matveeva, First Deputy Chairman of the Board of Sberbank Alexander Vedyakhin, General Director of Yandex in Russia Elena Bunina, President, Chairman of the Board of MTS PJSC Vyacheslav Nikolaev and other representatives of the IT industry.

Within the framework of the forum, the Code was signed in the field of artificial intelligence.

“Artificial intelligence technologies are gradually being introduced into various spheres of life, including education, healthcare, and government. According to VTsIOM, about 48% of Russians trust AI. This is a fairly high figure. But so far, part of society has an ambiguous attitude towards such technologies, and this is what we need to work on. Society needs robust AI with lower error rates than humans. The rights and freedoms of citizens are guaranteed by the Constitution. Our responsibility is to implement mechanisms to protect them, regardless of the environment in which a person is. Compliance with ethical standards when working with AI will help prevent their violation. Therefore, the Government welcomes the signing of the AI ​​Code of Ethics by the professional community, which will increase the level of citizens’ confidence in new technologies. Based on the best practices, Russia is one of the ten countries for which the ethical development of the most important technology of the 21st century is of national importance, “said the Deputy Prime Minister.

Deputy Prime Minister Dmitry Chernyshenko noted that the National Strategy for the Development of AI until 2030 was approved by the President’s decree. It also notes the need to develop ethical standards for human interaction with artificial intelligence.

More than 500 experts were involved in the development of the code, more than 300 various proposals and comments were received and worked out. The work was carried out taking into account the requirements of the National Strategy for the Development of Artificial Intelligence until 2030. Organizationally, the Analytical Center of the Government and the Ministry of Economic Development and Trade took an active part.

The document covers not only developers, but also scientists, consumers, suppliers of IT solutions. The principles and provisions that have been developed are fully consistent with the UNESCO recommendations in the field of AI and contribute to the achievement of the sustainable development goals defined by the UN.

Representatives of the largest Russian companies, universities and research institutes took part in the signing of the Code in the field of artificial intelligence. In particular, MIPT, Sberbank, Yandex, MTS, Rostelecom, RDIF, Gazpromneft and others.

“Today the leading organizations have put their signatures on the code. We expect that by the end of the year more than 100 organizations from the government, commercial and scientific sectors will sign it. The government will make all the necessary organizational efforts so that the ethical principles of AI find practical implementation in various areas: in public administration, healthcare, in transport, where the well-being of people is a priority, ”said Dmitry Chernyshenko.
