A multifunctional sports complex “Sambo-70” for hockey and figure skating will be built in Yasenevo. It will appear at the site of long-term construction, said the Minister of the Moscow Government, head City Property Department Maxim Gaman.
“In 2002, the city allocated for the construction of a shopping center with an underground parking lot an area of two hectares, surrounded by Novoyasenevsky Avenue, Yasnogorskaya and Taruskaya streets. However, the object that the district needed then did not appear. For many years, there was only a foundation pit, randomly installed piles and a dump of building materials. Following numerous complaints from residents of Yasenev, the City Property Department in court annulled the lease of land under long-term construction and the right of ownership of an unscrupulous investor to a non-existent object. Now on this site the city will build an ice palace for the Sambo-70 school, where top-class athletes and ordinary Muscovites will be able to play hockey and figure skating. The planned facility has already been included in the Targeted Investment Program for 2020–2023, ”he said.
Residents of Yasenev complained about the abandoned wasteland with a pit, fenced off by a fence. According to the public cadastral map of Rosreestr, an unfinished object with a registered private property right was located on the land plot. In 2018, the State Inspectorate for Real Estate confirmed that construction has not been carried out on the territory for a long time, the site is abandoned and not used for its intended purpose. At the same time, the debt for the lease of the site already amounted to 34 million rubles.
Due to a large debt and violations of the terms of the lease in terms of construction, the Moscow City Property Department appealed to the Moscow Arbitration Court. In 2020, by a court decision, the contract was terminated. At the same time, another lawsuit was filed – to cancel the ownership of a non-existent shopping center and to remove it from the cadastral register. The claims were satisfied by the court in full. In mid-October 2021, the never-built shopping center on Novoyasenevsky Avenue was removed from the cadastral register.
Now an ice rink for the Sambo-70 sports and education center will be erected on this land plot. The construction is planned to be completed in the second quarter of 2023. The technological task and the concept of the object were developed in cooperation with the honored trainer of Russia Eteri Tutberidze. The multifunctional sports complex will host trainings and competitions in figure skating and ice hockey at the district and inter-district levels among children and adults. It will also be possible to arrange ice shows and organize mass skating for Muscovites.
Moscow is systematically working to identify and eliminate hazardous facilities. Unused land plots under collapsing emergency buildings, unfinished buildings and abandoned construction sites are again brought into circulation.
