The apartments have wide corridors and spacious bathrooms with handrails and hydraulic devices. They also have no thresholds, and window handles, switches and sockets are located lower than usual.

Over the past five years, Moscow has provided 226 apartments for people with limited mobility who were in line to improve their living conditions. This was told by the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov

“The capital pays special attention to the formation of a barrier-free environment for people with musculoskeletal disorders. In particular, this applies to Muscovites who need to improve their living conditions. As part of the program, the city provides an opportunity for people who are on the housing register and who, according to the conclusion of the medical commission, need a specially equipped apartment, to move to suitable premises. For five years, 226 people have used this right, the total area of their new housing is 15.3 thousand square meters. Most of the apartments were provided to citizens in the first years of the program, after which the planned work continued. So, since the beginning of 2021, those on the waiting list have received 21 living quarters of 1.5 thousand square meters, ”he said.

Apartments for wheelchair users are provided both in new buildings, where an accessible environment is provided at the stage of development of the territory planning project, and in the secondary fund after appropriate repairs. They have a fine finish and a floor covering, as well as the necessary plumbing and a stove. In addition, the housing has wide corridors and spacious bathrooms, which are equipped with handrails and hydraulic devices. Window handles, switches and sockets are positioned lower than usual for convenience. There is no sill on the balcony (if any).

Necessary conditions for obtaining housing for people with limited mobility: the family must be registered with housing and successfully re-register. In addition, the Individual Rehabilitation or Habilitation Program (IPRA) for a disabled person prescribes living in apartments equipped with special means and devices. The program is drawn up based on the results of a medical and social examination individually for each person with a disability, in order to take into account his needs. The procedure for obtaining an expert opinion can be found on the portal “State services”

“Specialized housing is provided on the basis of a social rental agreement. It can be privatized. As soon as a family that has undergone re-registration receives an IPRA with a note on the need for a special room and notifies the City Property Department of this, a mechanism for providing apartments with the necessary parameters from the available housing stock is launched. As a rule, it takes no more than two weeks from the moment of receipt of information to the distribution of notifications about suitable housing. The choice is offered throughout the year from one to three options. In case of refusal from them, the consideration of the housing issue is postponed to the next year “, – said the Minister of the Moscow Government, head

City Property Department Maxim Gaman

He added that people with limited mobility have the right not to accept the options offered by him and wait for others, more suitable.

In general, since the beginning of the year, more than 1.1 thousand Moscow people on the waiting list have received new apartments or payments from the city. At the same time, disabled people, veterans of the Great Patriotic War and people occupying premises unsuitable for living have the right to extraordinary improvement of housing conditions… You can find out the number of people on the waiting list on the portal
