Order of October 26, 2021 No. 3027-r

Order of October 26, 2021 No. 3027-r

More than 624.7 million rubles will be allocated to state circus organizations affected by the spread of coronavirus infection. The order was signed by Prime Minister Mikhail Mishustin.

We are talking about 37 stationary circuses that are part of the federal state-owned enterprise “Rosgoscirk”. In total, they employ about 5.5 thousand people.

Due to the threat of the spread of the coronavirus, circuses were forced to limit the occupancy of the halls, which in turn led to a decrease in revenue. At the same time, the annual subsidy allocated from the federal budget to Rosgoscirk covers only 20% of the costs of wages, maintenance of property, spending on utilities and other compulsory payments.

In order to support the industry, on October 22 at a meeting of the Government, it was decided to allocate additional funding for it. The source of funds will be the Government’s reserve fund. As the main condition for receiving support, Rosgoscirk must commit itself to retain at least 95% of the employees of its subordinate circuses by the end of the year.

The Ministry of Culture will control the efficient use of federal funds. The department will submit a report on this to the Government by February 1, 2022.

As for additional support for theaters, museums and concert organizations, whose work was also affected by the restrictive measures introduced due to the coronavirus, a decision on this issue will be made in the near future.
