“I would like to draw your attention to the fact that the measures taken are valid until the end of December. We do this because we understand that there may be a drop in the income of entrepreneurs due to restrictions in the regions. We hope that the new measures will allow business to recover faster, ”said the First Deputy Prime Minister.

He also stressed that the main task of supporting business during non-working days is to help entrepreneurs quickly and flexibly adapt to new conditions.

“I would also like to draw your attention – regardless of the situation with COVID-19 – to the fact that we worked out, together with the Ministry of Economic Development, the Federal Tax Service, the Bank of Russia, the SME Corporation and with the participation of Opora Rossii, a program to support small and medium-sized businesses for 2022–2023. … Starting next year, I plan to regularly submit to the branch headquarters, which I hold once a week, issues related to regional mandates. It is very important that our support measures are fully implemented in the constituent entities of the Russian Federation, ”stressed Andrey Belousov.

Deputy Minister of Economic Development Tatyana Ilyushnikova noted that measures to support entrepreneurs are being worked out jointly with the Ministry of Finance and the Federal Tax Service.

“Currently, on behalf of the President, one-time grants are provided at the rate of one minimum wage (12,792 rubles) per employee for support during the weekend. Grants, like last year, will be awarded on a declarative basis. That is, you need to submit an application through your personal account on the FTS website, ”said Tatiana Ilyushnikova.

The application period is from November 1 this year. Payments will start from November 15 to the end of 2021.

The entrepreneurs drew attention to the need to expand the coverage of recipients of support measures for the period of restrictions. Andrey Belousov noted that the proposals will be taken into account when finalizing the terms of new business support measures.

Elena Dybova, vice-president of the Chamber of Commerce and Industry, suggested encouraging a business that fulfilled the antiquated norms for vaccinated employees. Andrei Belousov noted that this proposal could be submitted for consideration by the government headquarters.

A number of representatives of the business community asked to systematize restrictive measures that can be introduced in the regions for different spheres of activity, and to develop appropriate standard models. The SME Corporation was instructed to work out this issue together with the business.

As Alexei Kozhevnikov, Vice President of Opora Rossii noted, in order to successfully combat the spread of coronavirus and maintain the stability of the economy, it is important to build a constructive dialogue between government and business. “Only consolidation and joint efforts will help. We agreed that we will form a working group to quickly resolve issues, including those requiring manual control. Business representatives in the regions have accumulated many successful cases of overcoming pandemic challenges. But this activity needs to be coordinated, ”he said.

Following the discussion, Andrei Belousov turned to the president of Opora Rossii, Alexander Kalinin, with a request, together with the Chamber of Commerce and Industry and the SME Corporation, to accumulate topical issues of entrepreneurs from the regions in order to quickly work them out with the authorities of the constituent entities.
