On October 27, Deputy Minister of EMERCOM of Russia Viktor Nichiporchuk summed up the results of an experimental research staff training to provide financial assistance to the population affected by emergencies by providing public services. It took place in the Krasnodar Territory.
In practice, the issues of informing citizens about the possibility of receiving financial assistance, as well as technical readiness for the digitalization of the process of providing financial assistance, have been worked out. So, as part of the training, citizens were able to apply for a one-time financial assistance, financial assistance in connection with the loss of essential property and a one-time benefit in case of harm to health.
In total, more than 130 applications were accepted, including about 80 – for the portal of public services, more than 30 – through the employees of the MFC and 18 – through an official of the local government.
All applications received were registered in the personal accounts of the public services platform and verified using a unified system of interdepartmental electronic interaction and in a unified state registry office. As a result of consideration of the documentation, 100 decisions were made on the appointment of payments.
“The staff training has shown that the digitalization of the financial aid process speeds up and facilitates the procedure for preparing decisions on the assignment of payments. In the future, citizens will be able, without leaving their homes or being in a temporary accommodation center, to send such statements using their smartphones through the portal of state services, ”V. Nichiporchuk noted.
In accordance with the instructions of the Government of the Russian Federation, the task of switching to digitalization of this process in all regions should be implemented by the end of this year.
“The project is primarily aimed at a personal approach to each person, since finding themselves in difficult conditions, citizens more than ever need timely, targeted and qualified assistance from public authorities at all levels,” the Deputy Minister concluded.
