Vaccination of the population against coronavirus infection, modernization of social infrastructure at points of economic growth, implementation of the 1000 households project in the Far Eastern regions were discussed at a meeting of the Presidium of the Government Commission on Social and Economic Development of the Far East, chaired by the Deputy Prime Minister – Plenipotentiary Representative of the President in Far Eastern Federal District Yuri Trutnev.
The rates of vaccination of the population were discussed. Primorsky, Kamchatka and Khabarovsk territories, the Jewish Autonomous Region are named among the lagging regions. Yuri Trutnev instructed Rospotrebnadzor to strengthen measures to combat coronavirus infection in the Far East and to ensure the level of vaccination of the population sufficient to achieve herd immunity. Special attention will be paid to the implementation of anti-epidemic measures on the territory of the Jewish Autonomous Region. The office of the Plenipotentiary Mission of the Far Eastern Federal District was instructed to take control of the situation in the Jewish Autonomous Region.
Changes in plans for social development of centers of economic growth were considered. In 2018–2022, 101.7 billion rubles were allocated from the federal budget to the Far East, including 12.9 billion rubles for events in 2021. For the period from 2018 to 2021, the regions of the Far Eastern Federal District should put into operation 593 socially significant objects. In fact, 512 objects have already been built (reconstructed), another 81 objects will be completed by the end of this year. These are schools, kindergartens, hospitals, FAPs, roads, cultural and sports institutions, engineering infrastructure facilities.
A different level of cash execution of work under a single subsidy was noted: in the Magadan region – 96%, in the Trans-Baikal Territory – 70%, in the Republic of Sakha (Yakutia) – 65%. Low cash performance in the Khabarovsk Territory – 8%, in the Kamchatka Territory – 23%, in the Primorsky Territory – 27%. The constituent entities of the Russian Federation have prepared and submitted proposals for the redistribution of other interbudgetary transfers.
The redistribution of funds from 10 Far Eastern regions is considered: the republics of Buryatia and Yakutia, the Transbaikal, Primorsky, Khabarovsk and Kamchatka regions, the Amur and Magadan regions, the Jewish Autonomous Region and the Chukotka Autonomous Okrug. For a number of properties, savings were made, including due to price reductions during the tender. Part of the funds was allocated additionally.
In particular, additional funding was allocated to the Republic of Sakha (Yakutia) for the creation of a creative cluster “Labor Quarter” and the construction of a children’s recreation and health center “Polyarnaya Zvezda”, the Republic of Buryatia – for the construction of a kindergarten in Kyakhta and a regional martial arts center. Transbaikalia will be able to purchase additional medical equipment, repair the fluorography building of the city clinical hospital No. 2 in Chita. In Vladivostok, more funds will be allocated for the repair of highways and the construction of a school. Additional funds were allocated by the JAO for the development of design estimates for the construction of a school for 176 children in the village of Kuldur.
The Deputy Prime Minister drew the attention of the heads of the Far Eastern regions to their personal responsibility for the effective use of federal funds allocated for the creation and modernization of social infrastructure within the framework of a single subsidy.
“The money saved, which was provided through a single subsidy, should be left to the region and directed to the construction of new facilities in these regions. And where there is a delay in deadlines, unreasonable exclusion of objects, we will make other decisions, ”Yuri Trutnev believes.
Thus, the unclaimed funds of a single subsidy, previously provided to the Khabarovsk Territory and the Jewish Autonomous Region, in the amount of 879.2 million rubles, will be transferred to other Far Eastern regions.
Another issue on the agenda was the discussion of the implementation of the “1000 households” program. The decision to implement the program for the improvement of courtyards was made at the VI Eastern Economic Forum. The implementation of the project will create new accessible spaces for recreation near the house, will lead to an improvement in the quality of life of citizens, and will increase the quality index of the urban environment. 7 billion rubles will be allocated from the federal budget for the modernization of courtyards to all 11 subjects of the Far Eastern Federal District. The first courtyards, landscaped according to the program, will be commissioned in November 2022. The distribution of funds will be based on the number of permanent residents.
“The goal of the program is to improve the comfort of living for residents, to create better living conditions in the Far Eastern Federal District. It is necessary to make sure that all allocated funds lead to the construction of the required number of courtyards, structures, sites, so that all this can be done on time, with proper quality and in those territories where residents need it first of all, ”said Yuri Trutnev.
The Vice Prime Minister instructed the heads of the Far Eastern regions to hold public discussions of the 1000 Courtyards program. Regions will form a list of addresses taking into account the opinion of residents. “We need to make this process public. Find out where residents need it first of all, ”he explained. Also, Yuri Trutnev instructed the Ministry for the Development of the Russian Far East, together with the Ministry of Construction and the regions of the Far Eastern Federal District, to work out the possibility of using standard projects that will speed up work on the improvement of territories.
