Marat Khusnullin held a meeting with representatives of federal departments and subjects of the Southern Federal District on the issue of integrated development of regions.

A videoconference was held between Deputy Prime Minister Marat Khusnullin and representatives of the constituent entities of the Russian Federation, which are part of the Southern Federal District, on social and economic development.

During the meeting, they discussed projects aimed at the socio-economic development of the regions, as well as a number of key issues, the solution of which will give the necessary impetus for economic growth in the constituent entities of the Southern Federal District.

According to the instructions of the Chairman of the Government Mikhail Mishustin, given to the Deputy Prime Ministers, each constituent entity must, by November 1, 2021, identify up to five projects aimed at the socio-economic development of territories, with proposals based on the results as of January 1, 2024 and January 1, 2030. Also, the regions can single out up to five issues, the solution of which will give the greatest effect to achieve the key goals facing the curators.

“The regions presented more than 30 large projects, the implementation of which will give the necessary impetus for their development. These are projects for housing and road construction, construction of recreational facilities, modernization of transport systems, as well as, of course, the development of industrial and agricultural enterprises. If approved, the result of work on the project will be assessed quarterly according to four key indicators: growth in GRP, growth in household income, volume of off-budget investments in fixed assets and growth in the number of employees, ” said Deputy Prime Minister and Curator of the Southern Federal District Marat Khusnullin. – We also managed to discuss about 30 issues of fundamental importance for the development of regions. Their solution requires the joint work of various departments. Putting them up for discussion is the first step. “

The Deputy Prime Minister also stressed that it is necessary to consider and keep under control all existing projects, and gave a corresponding order to the Ministry of Economic Development.

During the meeting, Marat Khusnullin paid special attention to the transport accessibility of the regions. He instructed the Ministry of Transport, together with Russian Railways, to work out the issue of developing public urban transport on the basis of the railway network in regions where there is such an opportunity.

In addition, he set the task of Rosavtodor to select priority construction projects that will contribute to the development of the backbone road network in the Southern Federal District.

The meeting discussed, among other things, the comprehensive development of the Astrakhan agglomeration, including the construction of a greenhouse complex for year-round growing of vegetables, housing construction, the construction of the eastern bypass of Astrakhan, as well as the development of the V. V.I. Greifer. The region also raised a number of issues, including the need to reconstruct the Volga-Caspian sea shipping channel.

Several projects were announced from the Republic of Adygea, including the construction of an all-season mountain eco-resort and the construction of a dairy complex.

The Volgograd Region proposed housing projects, as well as a project for the construction of a steel complex.

Among the projects announced by the Republic of Kalmykia is the construction of a residential neighborhood in Elista and a meat processing plant. In addition to projects, the republic also received questions about water supply for rice growing and combating desertification of the territory.

The Krasnodar Territory has announced projects for the construction of resort hotels, new tram lines, a group water supply system, and modernization of sewage treatment facilities.

The Rostov region proposed projects for housing construction, modernization and creation of the infrastructure of a city tram, the creation of an oil refining complex, as well as the construction of a tractor plant.

Previously, there were discussions of projects and issues of the Republic of Crimea and the city of Sevastopol. Among the projects: housing and recreational construction, the development of resort areas, the creation of a technopark. In addition, the issues of ensuring uninterrupted water supply and construction of sewage treatment facilities were raised.
