As part of assessing the quality of the preparation of facilities for military camps for communal purposes and the housing stock of the Russian Ministry of Defense for the heating period of 2021-2022, an interdepartmental meeting was held under the leadership of the Deputy Minister of Defense of the Russian Federation, General of the Army Dmitry Bulgakov and Deputy Chief Military Prosecutor, Lieutenant General of Justice Sergei Skrabets, with the heads of operational agencies the military department and representatives of the Main Military Prosecutor’s Office, where problematic issues in the housing and utilities sector of the Ministry of Defense were raised.

These meetings have been held since 2017 and are divided into three stages. The first stage “Preparatory” – throughout July, at the level of garrisons, districts and fleets, joint meetings are held throughout the country, with the involvement of the Federal State Budgetary Institution “TsZhKU” of the Ministry of Defense of Russia, prosecutors and local authorities.

The second stage “Intermediate” – in August, together with the Department of Operational Maintenance and Provision of Utilities for Military Units and Organizations of the Russian Ministry of Defense and the Chief Military Prosecutor’s Office, the interim results of the work done are being considered. The third stage “Final” – in October, under the leadership of the deputies of the RF Ministry of Defense and the Chief Military Prosecutor, the results are summed up with a joint decision.

At the final stage, the participants of the meeting noted the results achieved in terms of increasing the energy efficiency of infrastructure facilities in military camps, reducing emergency situations and negative appeals from citizens, planned preparation for the heating season of barracks and housing facilities and public utilities of military camps.

In the process of utilities maintenance in 2021, major overhauls were carried out at 29 utilities, overhaul of more than 800 buildings and structures on their own, fuel reserves were formed at boiler houses ahead of schedule, including in remote garrisons of Siberia, the Far East and the Far North. … The consumption of municipal fuel has been reduced by more than 11 thousand tons (liquid fuel oil), more than 10 thousand tons (solid fuel oil).

In accordance with the preparation plan for the heating period of 2021-2022, more than 3.9 thousand acts of readiness of boiler houses and central heating points were issued, heat generating facilities were transferred to winter operation mode, and 147 dispatch services were functioning around the clock.

The shortcomings outlined in the decision of the interagency meeting last year have been eliminated. The extensive preparatory work that preceded the autumn-winter period will increase the reliability of heat supply, water supply and sewerage systems, the power grid facilities of military camps, reduce heat carrier losses in heating networks, and reduce fuel consumption at boiler houses.

Problematic issues raised at the interdepartmental meeting were taken under control in the Department of Operational Maintenance and Provision of Utilities for Military Units and Organizations of the Russian Ministry of Defense, measures were taken to eliminate and prevent them.
