Dear veterans!

On behalf of the Russian Council, we sincerely congratulate you and the veterans of your organizations on the 15th anniversary of the All-Russian public organization of UIS veterans!

The first founding conference of veterans of the Federal Penitentiary Service of Russia, which took place on November 16, 2006 in the sanatorium “Aksakovo” (Moscow region), became a historic milestone in the formation of a single veteran movement of the penal system. This conference was held on the initiative of regional veteran associations after fruitful consultations with their leaders and in accordance with the order of the Director of the Federal Penitentiary Service of Russia Yu.I. Kalinin. 93 delegates from 82 primary veteran organizations were elected to participate in the conference. At the founding conference, the Charter of the Russian public organization of UIS veterans was approved, Major General of the Internal Service, retired Vladimir Nikolaevich Kremenetsky, was unanimously elected as the Chairman of the Council, as well as the Presidium of the Council in the amount of 14 people and 32 members of the Council of the organization. At the reporting and election conference of the All-Russian organization on February 9, 2011, a new chairman of the Board of LLC veterans of the UIS, lieutenant general of the internal service, retired Petr Grigorievich Mishchenkov, was elected. At an extraordinary conference on January 20, 2012, amendments were made to the Charter of the All-Russian public organization of UIS veterans.

The creation of a single veteran movement of the UIS made it possible to consolidate the efforts of regional structures, to combine and use the accumulated experience of work, to act as a united front in solving problems in the development of public formations of veterans of penitentiary institutions and bodies, to successfully carry out all-Russian actions to protect their rights and legitimate interests.

Currently, more than 100 thousand people are registered in the LLC veterans of the UIS. Despite the imposition of restrictions due to the difficult epidemiological situation in the country, the Councils of the regional offices of veterans of the penal system and veteran organizations of educational institutions purposefully carry out work to provide comprehensive assistance and support to veterans. At the same time, much attention is paid to veterans of the Great Patriotic War and home front workers, whose number is more than 1.2 thousand people, including 173 people who are directly involved in hostilities.

Despite their advanced age, UIS veterans are still full of strength and desire to work in solving official tasks in the collectives of institutions and public life, they are ready to help each other, take care of the families of colleagues and pass on their rich experience to young employees.

Let me express my deep gratitude to you for your work in serving the Fatherland! You leave a noticeable mark on the history of the penitentiary system, make a great contribution to its formation and development. And now, when it continues to be intensively reformed, you are fruitfully contributing to this process, helping the collectives of institutions and authorities of the UIS to solve responsible official tasks, actively participating in the patriotic and professional education of young employees.

I wish you happiness, dear veterans, health, long life and success in your noble work!

First Deputy Chairman of the Council, Acting State Counselor of Justice of the Russian Federation, 2nd class (retired)
