This is one of the most common forms of public-private partnership in the capital. It allows you to implement large investment projects in the city with the participation of business.
In the capital, thanks to concessions, almost four thousand jobs will be created. Currently, six concession projects are being implemented: in health care, social and educational spheres, road construction, off-street transport and housing and communal services.
“Concession is one of the most widespread forms of public-private partnership in Moscow. It allows realizing large investment projects in the city with the active participation of business. Under such agreements, the concessionaire invests in the creation or reconstruction of facilities, operates them during the term of the contract and creates new jobs. Thanks to the ongoing concession projects, almost four thousand representatives of various specialties, from workers to medical workers and teachers, will get jobs, “said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.
According to him, during the implementation of various projects, more than three thousand people will be involved, and after completion, about 700 specialists will work at the facilities.
Since 2013, the capital has signed six concession agreements, investments in them exceed 100 billion rubles. The first three concessions are in healthcare, road construction and off-street transportation. One of the facilities under the first concession – the Moscow International Cancer Center – has already been commissioned and has been receiving patients since last year. And in the course of the second stage, an in vitro fertilization center, an endovascular surgery center and an ophthalmological center for complex cases are being created.
Also, under the concession, the northern backup of Kutuzovsky Prospekt and a passenger cable car over the Khimki reservoir will be built. The volume of investments in these projects exceeds 80 billion rubles. Almost 2.2 thousand people are involved in the construction of facilities, and after its completion, 340 specialists will be able to work here.
This year, investors signed three agreements with the city: in housing and communal services, educational and social spheres. Investments in total will amount to about 30 billion rubles, almost 880 people will be attracted to the construction.
The first agreement was signed in February and involves the construction of two plants for the environmentally friendly processing of sewage sludge. The production will be located on the territory of the Lyuberetskiy and Kuryanovskiy treatment facilities. The new enterprises will meet international environmental standards. Under the terms of the agreement, the concessionaire, after putting the facilities into operation, will undertake thermal treatment (drying) and subsequent disposal of the sludge: the resulting product will be supplied to cement plants for use as solid biofuel. The investor will invest 26.9 billion rubles in construction. The project will not require expenses from the city budget, while the objects will belong to Moscow on the right of ownership from the moment they are put into operation.
In addition, in March the capital signed a concession for the creation and further operation of a modern geriatric center. For this, the investor is reconstructing a building with an area of more than three thousand square meters.
“The concession geriatric center will create at least 100 places for living and permanent care for the elderly. In two years, the investor will reconstruct the facility and equip it with equipment, and over the next 18 years will provide patient care services, as well as carry out the maintenance of the building, current and major repairs. The volume of investments in the creation and equipping of the boarding house will amount to at least 450 million rubles. The future geriatric center will also remain the property of the city “, – said the head of the city
Another concession agreement was signed in September – the investor will create a modern general education school. For construction, the concessionaire will be provided with a lease of a land plot on the territory of the Skolkovo innovation center. The total area of school premises will be about 13 thousand square meters. Investment in the project is over two billion rubles.
“The scope of application of such a mechanism of public-private partnership as a concession is constantly expanding. By the end of the year, the capital may conclude another concession agreement in housing and communal services. This time, the investor is modernizing treatment facilities to remove nitrogen from wastewater and extract phosphorus for its further processing into fertilizers, ”said Artyom Barashev, director of the City Investment Management Agency.
He added that the implementation of the project will make wastewater treatment completely wasteless, in line with the principles of green technologies. The concessionaire will invest over 8.4 billion rubles in the project and create over 350 jobs.
