Speaking at the opening of the event, Marat Khusnullin highly appreciated this format of interaction between the federal and regional authorities in order to obtain feedback in the development of the main document defining the priorities for the development of the construction industry not only for the coming years, but also for the medium and long term. “Each region contributes to the creation and implementation of the strategy for the development of the construction industry and housing and communal services,” he stressed. The Deputy Prime Minister expressed gratitude to the Presidential Administration and the State Council Commission on Construction, Housing and Utilities and the Urban Environment for the initiative and assistance in holding the event and announced plans to hold a meeting of the State Council following the development of proposals.

“Our task today is to brainstorm. We must work out solutions that we will put in the strategy, and we will continue to implement it. We do not want our strategy to be a thick document that someone will not read, but someone else will read and put on the shelf. Our task is to turn the strategy into a very specific document for the next 10 years, according to which we will achieve a result, ”said Marat Khusnullin.

The participants of the seminar in the format of round tables discussed the key elements of the strategy for making clarifications to the draft document. “First of all, the strategy is aimed at achieving national goals and strategic objectives by 2030, determined by decrees of the President of Russia,” said Irek Fayzullin. – The tools that are reflected in the draft strategy are formed and selected taking into account modern high-tech solutions. Thanks to this, we will be able, on the one hand, to increase the availability of high-quality and comfortable housing for citizens, on the other, to simplify and shorten the construction and investment cycle as a whole. “

The work of the seminar participants in groups was devoted to the discussion of system-wide tasks for the implementation of the document. During the discussion, the issues of reducing administrative barriers and reducing the investment and construction cycle, as well as the transition to digitalization of the industry were raised. “Whoever implements the most advanced digital governance systems will ultimately have a boost to the industry. This is already clear. And we will not be able to stand aside and build with the old, old-fashioned methods, ”said Marat Khusnullin.

The Governor of the Chelyabinsk Region Alexei Teksler noted that the common task is to make it easier for the investor to coordinate the construction of facilities. “We propose to optimize the system of town planning documents – perhaps a number of these documents, for example master plans, which sometimes change for a year and a half. Introduce new documents such as master plans that are more flexible, more informative, digital, ”he said.

In addition, at the seminar they talked about the achievement of indicators of housing commissioning, the development of individual housing construction and the involvement of land plots in the turnover. According to the governor of the Tyumen region, Alexander Moor, construction is proceeding very dynamically in the region and for many years about 1 square meter has been built. m per person. “Nevertheless, the issues discussed today at the seminar are very important. The participants of the seminar paid special attention to the problems in the development of housing and communal services and the ways of their solution. They discussed, among other things, the modernization of communal infrastructure and the possibilities of attracting private investment, reducing the carbon footprint in the provision of housing and communal services, creating a comfortable urban environment and other measures to improve the comfort, quality and standard of living of citizens. Marat Khusnullin stressed the importance of considering the topic of development of construction in conjunction with the development of housing and communal services. “Today we have prepared a strategy for the development of construction, combined with housing and communal services. We are absolutely convinced that if we do not put the housing and communal services in order today, we will not be able to solve construction issues. These are absolutely related things, ”he said.

Acting Governor of the Tambov Region Maxim Yegorov, speaking about the development of the industry in the region, said that the main problem is the deterioration of the communal infrastructure and the possibility of attracting private investment, as well as issues related to the management of the housing stock. “We all know how our management companies work – some are good, some are very bad. And of course, digitalization of housing and communal services is the right direction that will allow us to avoid these nuances, ”he said.

Also during the seminar, the issues of creating a single backbone transport network, development of public transport and parking spaces were discussed. “The development of settlements is impossible without the development of transport systems. And this should be interconnected. At the same time, the development of transport systems should focus primarily on the development of public transport. This is essential for creating comfortable living conditions in the city, ”said the head of the Republic of Buryatia, Aleksey Tsydenov.

The training thematic seminar-meeting was first held in the capital in June this year. The leaders of the regions gave their comments on the draft strategy for the development of the construction industry, which were taken into account in the new edition of the document as unified solutions for the spatial development of the country, effectively applicable to each individual entity.
