Dmitry Chernyshenko, within the framework of the All-Russian Forum in the field of ICT “IT-Dialogue”, which is taking place in St. Petersburg, held a meeting with the leaders of digital transformation of federal authorities and regions of Russia

The event was attended by Deputy Minister of Digital Development, Communications and Mass Media Oleg Kachanov, Deputy Minister of Construction and Housing and Utilities Konstantin Mikhailik, heads of digital transformation of the constituent entities of the Russian Federation.

“By the end of October, we have three leading regions in terms of the pace of digital transformation – the Tula region, the Yamalo-Nenets and Khanty-Mansiysk Autonomous Okrugs. I would like to note that two constituent entities are steadily in the lead – the Tula region and the Yamalo-Nenets Autonomous Okrug. Also in the group of excellent students are Lipetsk and Belgorod regions, Sevastopol, Sakhalin and Ulyanovsk regions, Tatarstan and the Nenets Autonomous Okrug. There are, unfortunately, those who are lagging behind. These are the Chukotka Autonomous District, the Tver Region and Kabardino-Balkaria. I urge my colleagues to speed up, ”said Dmitry Chernyshenko.

The meeting discussed the digitalization of control and supervisory activities. As Oleg Kachanov noted, the Ministry of Digital Industry is actively working on a complete transition to electronic, paperless interaction with business.

“Moving from on-site inspections to remote monitoring is an important task before us. It is necessary to make the system transparent, to create an end-to-end accounting of control and supervisory activities at all its stages. The Inspector mobile application that exists today should be used not only for inspections by regulatory authorities, but also for self-inspections of businesses. Entrepreneurs must know what will be required of them. Within the framework of the digital economy national project, a system of a typical cloud solution for the automation of control functions has already been created and is being implemented. 82 regions are connected to it. Now we are engaged in setting up, teaching the necessary competencies, ”said Oleg Kachanov.

“In the future, this typical cloud solution will be transferred to the GosTech platform for receiving remote monitoring data. To date, the regions that have entered the general track for the transition to “GosTech” are already ahead of the rest and are winning. It is on this platform that advanced cloud solutions used by the state will be developed and implemented, ”added Dmitry Chernyshenko.
