In Russia, the number of industrial enterprises that will be able to count on state support will increase. A decree amending the requirements for industrial clusters to receive federal subsidies by their participating companies was signed by Prime Minister Mikhail Mishustin.
The main novelty of the document is the reduction of the requirements for the general level of the so-called functional dependence of industrial cluster enterprises from 20 to 10% for regions with a low level of socio-economic development, geostrategic territories and single-industry towns. That is, cluster members who produce finished industrial products must now purchase from their neighbors, who are intermediate producers, at least 10% of products, works and services.
At the same time, an innovation appeared in the resolution, thanks to which up to three companies that do not have cooperative ties with other participants can now be included in the industrial cluster. Such enterprises will be required to conclude appropriate contracts with cluster residents for the purchase or supply of industrial products within three years. The decree also amended the requirements for the industrial cluster development program, which each such project must have. Now such programs, in addition to the previous information, will contain an analysis of potential investment opportunities – the so-called investment niches for the implementation of import substitution projects.
Now in Russia there are about 50 industrial clusters, which unite about 700 participating enterprises. The existing mechanisms for their support provide for the possibility of subsidizing up to 30% of the costs incurred at all stages of product production – from the development of design documentation, industrial prototypes, the purchase of equipment and technological equipment, and ending with the development of new products and reaching the planned targets. Federal subsidies can be used to develop new products, manufacture and test pilot batches, purchase technical equipment, pay lease payments for equipment, interest on loans for the purchase of equipment and software, and capital construction.
The draft resolution was developed as part of the instructions of Mikhail Mishustin following his working trip to the Pskov region in February 2021… Expansion of the conditions for state support of industrial clusters was discussed at a meeting of the head of government with representatives of companies – residents of the special economic zone “Moglino”.
