Anatoly Chudilov, Senior Operational Duty Officer of the Crisis Management Center of the Main Directorate of the EMERCOM of Russia in St. Petersburg, became the winner of the review competition for the title “Best Senior Operational Duty Center in Crisis Situations of the Main Directorate of the Constituent Entity of the Russian Federation” within the framework of the XIII All-Russian Festival “Constellation of Courage” …
In his work, the senior operational duty officer (SOD) of the Crisis Management Center is responsible for coordinating the actions of the forces and means of functional subsystems and the St. Petersburg territorial subsystem of RSChS in the event of fires, emergencies or socially significant incidents. Around the clock, information about fires, road accidents and other incidents is collected from all over the city in CUKS. The senior operational duty officer needs to timely organize the actions of the Ministry of Emergency Situations and coordinate their work with other emergency services. Notifying the population about unfavorable weather events and various emergencies is also the duty of the duty shift of the Central Control Center. In addition, he keeps track of incidents throughout the Northwestern Federal District of Russia.
In any emergency, the SOD must be able to correctly assess the current situation, calculate the forces and means necessary to eliminate the consequences, and also agree with various departments on the procedure for the arrival of the relevant units in the incident area. Thus, for the successful operation of the ODS, it must not only know the relevant regulatory framework, various algorithms, instructions and regulations, but also have an idea of the specifics of rescue and other urgent work. He constantly monitors the work carried out at the emergency site until the consequences of the situation are completely eliminated.
It is this invaluable experience that Anatoly Chudilov received during his service in the EMERCOM of Russia, which he began in 2002, having entered the St. Petersburg University of the State Fire Service of the EMERCOM of Russia. After graduating from the university, he worked in various positions in firefighting, going from the chief of the guard to the deputy chief of the detachment. During his service, he took part in extinguishing many large fires and eliminating the consequences of emergency situations, in particular, during the terrorist attack in the St. Petersburg metro. Of course, the experience gained helps him a lot in his current position as Deputy Head of the Crisis Management Center – senior operational duty officer of the Central Control Center of the Main Directorate of the Ministry of Emergency Situations of Russia in St. Petersburg.
“Just as one fire is not like another, so every emergency is unique,” our hero says about his current work. helping people. Without the previously acquired skills in firefighting, I would not quite understand the real state of affairs at the scene of the emergency. This helps now to predict the possible development of any situation. No matter how well you master this or that situation, you still learn something new every time. “
The high title of the best SOD in the country is the result of the work of a whole team headed by A. Chudilov. After all, the effectiveness of the Crisis Management Center depends, first of all, on the coordination of the actions of its employees, each of whom must clearly understand and perform their tasks.
